HIS Excellency the Governor has been
pleased to appoint
WILLIAM ESDAILE THOMAS
to be Registrar of Marriages, and Registrar
of Births, Deaths, and Marriages, for the
District of the Chatham Islands, as the same
is defined in Proclamations bearing date the
6th of July, 1859, and published in Gazette
No. 21, of 6th of July, 1859. This appoint-
ment takes effect from the 19th day of
August, 1863.

dence for the West Indies.

THE following Despatch, respecting rates
of Postage on Correspondence for
Hayti, is published for general information.

General Post Office,
London, 26th August, 1863.
SIR,-I am directed by the Postmaster-
General to inform you that, on the 1st
September next, and thence forward, the
Postage upon letters conveyed between the
United Kingdom and Hayti, will be increased
from Sixpence to One Shilling the single
rate (half an ounce), thus assimilating the
rates of Postage on Correspondence for Hayti
to the rates recently authorised to be levied
upon Correspondence for British Colonies
and Foreign Possessions in the West Indies,
announced to you by my letter of the 19th
March last.
In acquainting you with this alteration, I
request that you will be good enough to
cause credit to be given to this Department,
in future, upon all letters for Hayti, trans-
mitted via the United Kingdom, at the rates
mentioned in my letter above referred to.
