You will learn that in consequence of the
representation which has been made to him on
the subject, the Director-General of the French
Post Office has consented to a modification of
this provision, and that from the 1st of June
next, the rate of postage will be altered in
accordance with the charges exhibited in the
Table enclosed in the copy of the letter which
is annexed.

You will therefore take the necessary steps
to bring the new scale of charges into operation
as regards letters sent to the United Kingdom
as soon as possible.

SIR,—I am directed by the Postmaster-
General to acquaint you, for the information
of the Duke of Newcastle, that much incon-
venience has long been felt from the operation
of the rule under which the French portion of
the postage, chargeable upon all letters forwarded
via Marseilles to India, China, Australia, &c.,
is collected by the quarter ounce scale, while
the remainder of the postage is chargeable
according to the scale applicable to British
Inland Letters.

This rule has been rendered necessary by an
article of the postal convention with France
which provides that "the foreign rate to be
levied on each letter, and for each quarter of
an ounce, or fraction of a quarter of an ounce,
that such letter may weigh in addition to the
territorial rate referred to, shall not exceed the
fourth part of the rate per ounce, or per 30
grammes which is fixed by the preceding
Articles 19, 20, and 21."

With some difficulty the Postmaster-General
has at length induced the Director-General of
the French Post Office to consent to a modi-
fication of this provision, and this Department
is no longer bound to adhere to the quarter
ounce scale in collecting the French rate.

On the 1st June next, therefore, it is in-
tended to collect the whole postage on letters
forwarded from the United Kingdom to India,
China, Australia, &c., through France, entirely
by the scale in operation for letters forwarded
via Southampton, and instead of three-pence
per quarter ounce, to levy four-pence up to the
weight of half an ounce, to cover the payment
made to France.

The following Table shows the postage that
will thenceforth be chargeable :—

Addressed to Not exceeding ½ oz. in weight. Above ½ oz. and not exceeding 1 oz. Above 1 oz. and not exceeding 2 ozs. Above 2 ozs. and not exceeding 3 ozs. Every ounce after the first.

I am to request that this alteration may be
communicated to the Officers administering
the Government of the several Colonies men-
tioned in the above Table, and that they may
be instructed to bring the new charges into
operation, as regards letters sent to the United
Kingdom as early as possible.

In the matter of WILLIAM PRITCHARD, formerly
of Auckland, Builder.

ON Monday, the 31st day of August, 1863,
it is ordered that the Estate of the said
William Pritchard, be sequestrated and that
the whole of the estate and effects of the above-
named William Pritchard shall be taken and
held by Edward Joseph Anderton, Esquire,
Deputy-Registrar of the Supreme Court of New
Zealand, at Auckland, until the 24th day of
November, 1863. Subject nevertheless to such
further order of this honourable Court, as may
be made under or in pursuance of the pro-
visions of the Debtors and Creditors Act, 1862.
