point and by these presents do constitute and
appoint you, the Superintendent for the time
being of the said Province of Otago, President
of the said Commission; the Colonial Secre-
tary for the time being of the said Colony, the
Colonial Treasurer for the time being of the
said Colony, the Native Minister for the time
being of the said Colony, the Superintendents
for the time being of the other Provinces of
the said Colony, Christopher William Rich-
mond, Esquire, and Major John Larkins
Cheese Richardson, Vice-Presidents of the
said Commission; and James Hector, Thomas
Dick, Thomas Bannatyne Gillies, James
Paterson, William Mason, Edward Bowes
Cargill, John Cargill, Richard Bowden Mar-
tin, James Rattray, Alfred Eccles, Henry
Clapcott, Richard Seaward Cantrell, William
Hunter Reynolds, and Julius Vogel, Esquires,
to be our Commissioners to devise and carry
out the details necessary to facilitate the Ex-
hibition in Dunedin, in our Colony of New
Zealand, of articles the produce and manu-
facture of our said Colony, and of such other
Countries as you may determine: And for
the purpose of aiding you in the execution of
the premises, we hereby appoint our trusty
and well-beloved Thomas Dick aforesaid to
be Honorary Treasurer to this our Commis-
sion, and our trusty and well-beloved Alfred
Eccles aforesaid to be Honorary Secretary to
this our Commission: And we do by these
presents give and grant to you or any three
or more of you full power and authority to
carry into effect the purposes of this our Com-
mission by all lawful ways and means what-
soever: And we do hereby authorise the
Superintendents respectively of the Provinces
of our said Colony to appoint in the several
Provinces local Committees of such persons
as each said Superintendent may consider it
expedient to appoint for the purpose of en-
couraging the production of articles to be
exhibited, of transmitting them to Dunedin,
and of conducting communication between
Exhibitors and the Commissioners: And we
do by these presents ordain that this our Com-
mission shall continue in full force and vir-
tue, and that you our said Commissioners, or
any three or more of you, shall and may from
time to time, and at any place or places, pro-
ceed in the execution thereof, and of every
matter and thing therein contained, although
the same be not continued from time to time
by adjournment:

In testimony whereof we have caused these
our letters to be made patent, and the seal of
our said Colony to be hereunto affixed:

Witness our trusty and well-beloved Sir
George Grey, Knight, Commander of
the Most Honorable Order of the
Bath, Governor and Commander-in-
Chief in and over our Colony of New
Zealand and its dependencies, and
Vice-Admiral of the same at the Go-
vernment House at Auckland, in New
Zealand aforesaid, the Fifth day of
September, in the Year of Our Lord
one thousand eight hundred and sixty-
three, and in the Twenty Seventh
Year of our Reign.

SETTLERS GENERALLY.

HIS Excellency the Governor has been
pleased to direct the publication, for
general information, of the following Con-
ditions upon which land situated in the
Northern Island of New Zealand, will be
granted to settlers willing to perform the
after mentioned Military services.

NEW ZEALAND.

CONDITIONS upon which land in the
Northern Island of New Zealand, will
be granted to settlers willing to perform the
after mentioned Military services:-

  1. No man above the age of 40 years will
    be accepted, and every applicant will be sub-
    ject to an examination by an officer appointed
    by the Governor, and must produce such cer-
    tificates of good character, health, and general
    fitness for the service, as such officer shall re-
    quire.

  2. Each accepted applicant, if not already
    in the Northern Island, will be provided
    with a free passage to a port to be designated
    by an agent of the Governor. Before em-
    barkation, he will be required to sign a de-
    claration and agreement to the effect that he
    understands and will be bound by and fulfil
    these conditions.

  3. On arrival the men will be enrolled in
    the Militia for service in the Northern
    Island of the Colony, and formed into com-
    panies; constituted as nearly as may be as
    follows:-

1 Captain,
1 Subaltern,
5 Sergeants,
5 Corporals,
100 Privates.

  1. Each man according to his rank will
    be entitled to pay, rations, and allowances,
    until he is authorised by the Government
    to take possession of his land, when he will
    be relieved from "Actual service."

  2. Settlements will be surveyed and marked
    out at the expense of the Government, in
    such localities, in the Northern Island as the
    Government may select for that purpose.

  3. Each settlement will comprise not less
    than 100 town allotments, and 100 farm sec-
    tions.

  4. A stockade on the most eligible site in
    each settlement will be erected at the expense
    of the Government.
