to that case, that applications are frequently
made by Civil Officers in the various Colonies
for Military Commissions without purchase for
their sons, with which, under existing rules, it
is found impossible to comply, I transmit to
you an extract of so much of that letter as
bears upon the subject, as it may serve to pre-
vent, in some cases, the existence of undue
expectations and consequent disappointment.

Extract of a Letter from Major-General
Forster to the Under Secretary of State
for War, dated Horse Guards, 10th June,
1862.
"With reference to your letter of the 6th
instant, I am directed to acquaint you for the
information of the Secretary of State for War,
that if the request be for a Commission without
purchase, the only means of obtaining one, by
recent regulation, is by the candidate passing
through the Royal Military College at Sand-
hurst.
"I am to observe, that it frequently occurs
that Officers in Civil employ in various
Colonies apply for Commissions without pur-
chase for their sons, setting forth their claims
to such consideration, but, under existing
rules, His Royal Highness has not the means
of meeting such applications.
"There are at this moment no less than 60
young men who have passed the requisite
examination for Commissions, on the non-pur-
chase list; the first on that list qualified
upwards of two years since, and as 40 Com-
missions annually are reserved for the Gentle-
men Cadets of the Royal Military College, and
some others are given to deserving Non-com-
missioned Officers, His Royal Highness sees no
possibility of ever being able to fulfil the hopes
of those on the non-purchase list who are
looking to be provided for."
