ORDER IN COUNCIL.
Increasing Rates of Pilotage at Otago.

AT THE GOVERNMENT HOUSE AT AUCK-
LAND, THE SEVENTH DAY OF MARCH,
1862.
Present:-
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the Harbour Regulations
Ordinance, No. 15, of Session II., of
the Legislative Council of New Zealand, it is
enacted that it shall be lawful for the Governor
in Council from time to time to make all such
regulations respecting Pilots and Pilotage,
Quarantine and Harbours, as in the said
Ordinance provided: And whereas by an
Order in Council, made in pursuance of the
said power on the twenty-first day of February,
1861, certain regulations were made, and
certain rates of Pilotage fixed, for the Ports
and Harbours of the Province of Otago: And
whereas it is expedient to increase such rates
of Pilotage within the Harbour of Otago, but
not in any other Ports or Harbours of the
said Province: Now, therefore, His Excellency
the Governor, by and with the advice and
consent of the Executive Council of New
Zealand, doth hereby, in further pursuance and
exercise of the said recited power and authority,
order that the rates of Pilotage for the said
Harbour of Otago shall be as follows :-
In lieu and instead of the rates fixed by the
said Order in Council of the 21st day of
February, 1861, the sum of One Shilling per
Ton (that is sixpence per Ton on entering
and a like sum on leaving Harbour,) shall be
paid as Pilotage in respect of every ship or
vessel (not exempt from Pilotage according to
the said regulations) coming into or going out
of the said Harbour, together with the further
sum of Ten Shillings per mile for every mile
beyond one league from the Pilot Station, and
the further sum of Twenty-one Shillings upon
each occasion that a vessel is shifted from one
part of the said Harbour to another.
All ships and vessels exempt according to
the said regulations, shall pay one full Pilotage
at the above rates inwards and outwards every
six months.
Provided that this Order shall not alter or
affect the rates of Pilotage fixed by the said
Order in Council of the 21st day of February,
1861, in respect of any other Harbours in the
said Province except the Harbour of Otago.
And His Excellency with such advice and
consent as aforesaid, doth order that this
Order shall take effect on and from the first
day of April next.

For ascertaining assent of Natives to
Regulations under "Native Districts
Regulation Act, 1858."
AT THE GOVERNMENT HOUSE AT AUCKLAND
ON FRIDAY, THE 7TH DAY OF MARCH,
1862.
Present:-
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by an Act of the General
Assembly of New Zealand, intituled
"Native Districts Regulation Act, 1858," it is
provided that it shall be lawful for the
Governor in Council from time to time to
appoint Districts for the purposes of the said
Act, being Districts over which the Native
Title shall not for the time being have been
extinguished:
And by the same Act it is further provided
that it shall be lawful for the Governor in
Council from time to time to make and put in
force within any such District, Regulations for
various purposes in the said Act described :
And that all such Regulations shall be made
as far as possible with the general assent of the
Native population affected thereby, to be as-
certained in such manner as the Governor may
deem fitting:
And whereas in order to ascertain such assent
it is expedient to provide in the first instance
for the orderly and deliberate framing of such
Regulations by the Natives themselves, when-
ever practicable, through the Native Institution
of the Runanga, and that specific powers in
that behalf should be conferred upon the Ru-
nanga accordingly:
And whereas it may be expedient that
Regulations to be so put in force within any
such District should be either General Regula-
tions applicable to the whole District, or Local
Regulations applicable only to a portion of
such District, as the case may be:
Now therefore His Excellency the Go-
vernor, by and with the advice and consent of
his Executive Council, and in exercise of the
powers so vested in him as aforesaid, doth
hereby order, appoint, and declare that the
assent of the Native population to any such
