HIS Excellency the Governor has been
pleased to direct that the following
despatch from Her Majesty's Secretary of
State for the Colonies, should be published for
general information.

With reference to the Circular Despatch
addressed to you by my predecessor on the
26th June last, signifying that on and from
the 30th of that month, a British rate of
postage of One Penny would be levied upon
every Newspaper forwarded from the United
Kingdom to a British Colony, I have now to
acquaint you that Her Majesty's Government
have come to the determination to abolish the
Regulation, by which it has hitherto been
requisite that all Newspapers sent out of he
United Kingdom, besides being liable to
postage, should bear an impressed stamp
denoting the Stamp Duty.
Henceforth it will not be necessary that
Newspapers sent abroad, whether to the
British Colonies or to Foreign Countries,
should bear the impressed stamp. The

stamp will neither be required nor will it
count as postage, as it will be presumed that,
where it is employed, it has already served
for the transmission of the Newspaper within
the United Kingdom.
