CIRCULAR.
Downing-street,
29th May, 1854
SIR,-Referring to my Circular communi-
cation of the 9th May, 1853, I transmit to
you, enclosed, copies of the decrees, regula-
tions, and instructions, under which His Imperi-
al Majesty the Emperor of the French, has di-
rected that the Universal Exhibition of Agri-
cultural and Manufacturing Products, shall be
opened at Paris on the 1st of May, 1855.
