PALACE,
The 7th Day of April, 1854.
Present,
THE QUEEN'S MOST EXCELLENT MAJESTY IN
COUNCIL.

Order in Council for preventing Vessels clear-
ing out for Russia, and ordering a general Em-
bargo or Stop of Russian Ships in the Channel
Islands and the Isle of Man.

7th. April, 1854.

It is this day ordered by Her Majesty, by and
with the advice of her Privy Council, that no
Ships or Vessels belonging to any of Her Majesty's
subjects be permitted to enter and clear out for
any of the Ports of Russia until further order;
and Her Majesty is further pleased to order that
a general embargo or stop be made of all Russian
Ships and Vessels whatsoever now within or which
shall hereafter come into any of the Ports, Har-
bours, or Roads, within Her Majesty's Islands of
Jersey, Guernsey, Alderney, and Sark, and the
Isle of Man, together with all persons and effects
on board the said Ships or Vessels: Provided al-
ways, that nothing herein contained shall extend
to any Ships or Vessels specified or comprised in
a certain order of Her Majesty in Council, dated
the twenty-ninth day of March last, for exempt-
ing from capture or detention Russian Vessels
under special circumstances; and Her Majesty is
pleased further to order, and it is hereby ordered
that the utmost care be taken for the preservation
of all and every part of the cargoes on board any
of the said Ships or Vessels, so that no damage or
embezzlement whatever be sustained.

And the Lieutenant Governors of Her Majesty's
Islands of Jersey, Guernsey, Alderney. and Sark,
and of the Isle of Man, for the time being, are to
give the necessary directions herein as to them
may respectively appertain, and to return an ac-
count of their proceedings to this Board.

HALL,

By the Lords of Her Majesty's most Honourable
Privy Council.

Order of the Lords of the Council respecting Per-
mission to export Contraband of War:

11th April, 1854.

Lords of the Council having taken into con-
sideration certain applications for leave to export
Arms, Ammunition, Military and Naval Stores,
&c., being articles of which the exportation is
prohibited by her Majesty's Proclamation of
February 18th, 1854: their Lordships are pleased
to order, and it is hereby ordered, that permission
should be granted by the Lords Commissioners of
her Majesty's Treasury to export the articles so
prohibited, to be carried coastwise to ports in the
United Kingdom, and likewise to all places in
North and South America, except the Russian
Possessions in North America; to the Coast of
Africa, west of the Straits of Gibraltar, and round
the south and east coast of Africa; to the whole
Coast of Asia not within the Mediterranean Sea
or the Persian Gulf, and not being part of the
Russian Territories; to the whole of Australia,
and to all British Colonies within the Limits

aforesaid, upon taking a Bond from the Persons
exporting such prohibited Articles that they shall
be landed and entered at the Port of Destination
and that all further Permission to export such
Articles to other Parts of the World be only
granted upon Application to the Lords of the
Council at this Board.

AT THE COURT AT WINDSOR,
The 15th day of April, 1854..
Present, the Queen's Most Excellent Majesty in
Council.

Order in Council in furtherance of Her Majesty's
Declaration of the 28th March 1854 respecting
the Trade of Neutrals and British subjects.

15th April, 1854.

WHEREAS Her Majesty was graciously pleased,
on the twenty-eight day of March last, to issue
Her Royal Declaration in the following terms:
"Her Majesty the Queen of the United King-
dom of Great Britain and Ireland, having been
compelled to take up arms in support of an Ally,
is desirous of rendering the war as 'little onerous
as possible to the Powers with whom she remains
at peace.

"To preserve the commerce of Neutrals from
all unnecessary obstruction, Her Majesty is
willing, for the present, to waive a part of the
belligerent rights appertaining to Her by the law
of nations.

"It. is impossible for Her Majesty to forego the
exercise of Her right of seizing articles contra-
band of war, and of preventing Neutrals from
bearing the enemy's despatches, and She must
maintain the right of a belligerent to prevent
Neutrals from breaking any effective blockade
which may be established, with an adequate force
against the Enemy's Forts, Harbours, or Coasts.

But Her Majesty will waive the right of
seizing Enemy's property laden on board a
neutral vessel unless it be contraband of war.

"It is not Her Majesty's intention to claim the
confiscation of neutral property, not being con-
traband of War, found on board. Enemy's ships;
and Her Majesty further declares, that being
anxious to lessen as much as possible the evils of
war, and to restrict its operations to the regularly
organized Forces of the Country, it is not Her
present intention to issue Letters of Marque for
the commissioning of Privateers."

Now it is this day ordered, by and with the
advice of Her Privy Council, that all vessels
under a neutral or friendly Flag, being neutral or
friendly property, shall be permitted to import
into any Port or Place in Her Majesty's dominions
all goods and merchandise whatsoever, to whom-
soever the same may belong; and to export from
any Port or Place in Her Majesty dominions to
any Port not blockaded any cargo or goods, not
being contraband of war, or not requiring a
special permission, to whomsoever the same may
belong.

And Her Majesty is further pleased, by and
with the advice of Her Privy Council, to order,
and it is hereby further ordered, that, save and
except only as aforesaid, all the subjects of Her
Majesty and the subjects or citizens of any neutral
or friendly State shall and may, during and not-
withstanding the present hostilities with Russia,
freely trade with all Ports and Places wheresoever
situate which shall not be in a state of blockade,
save and except that no British vessel shall under
