EXCHANGE OF LAND.
Colonial Secretary's Office,
Auckland, 26th September, 1843.
IN order to carry into effect the notice pro-
mulgated in the Government Gazette of the
13th instant, relative to the Exchange of Land
in the more remote Districts of this Colony, by
claimants who may have established their Titles
to the same before the Commissioners, for grants
in the unoccupied portions of the District in
which the Town of Auckland is situated, His
Excellency the Officer Administering the Go-
vernment has been pleased to direct the publi-
cation of the following Terms and Conditions
under which Claimants will be permitted to
obtain that indulgence.
Claimants whose revised awards have ap-
peared in the Supplement to the Government
Gazette of the 6th instant, will be divided into
three classes, as follows :-
1st. Those entitled to less than 50 acres.
2nd. Those whose awards amount to 50
acres, and do not exceed 320 acres.
3rd. Those entitled to upwards of 320 acres.
Claimants of the 1st class will be allowed to
make selections on the River Tamaki, from a
block of land set apart for that purpose, at the
rate of acre for acre, to the extent of the revised
award.
Claimants of the 3rd class will be allowed in
a similar manner to select lands in the District
of Papakura and on the Wairoa.
Claimants of the 2nd class will be allowed
credit for so many Pounds sterling as shall be
equal to the number of acres to which they may
be entitled, on any purchase they may effect at
the Government Land Sale to take place on the
18th and 19th days of December next.
To afford Claimants of this last mentioned
class an early opportunity of availing themselves
of this arrangement, Country Lands in the
vicinity of Auckland, on the River Tamaki,
will, on the 18th & 19th of December next, be
offered at Public Auction, at an upset price of
one pound per acre. Particulars will appear in
the next Government Gazette.
Claimants whose lands are situated within
the County of Eden will not be entitled to the
above-mentioned privileges.
Provided in all cases, That the Land to be
exchanged shall contain the whole claim, or
series of claims in cases where they are con-
tiguous, and form a solid block.
That the Land to be exchanged be equal in
amount to the quantity awarded; and of a fair
average value—such not being the case, a pro-
portionate deduction will be made.
Applications from Claimants of the 1st and 3d
classes will be received at the Office of the
Colonial Secretary, when, on the report of the
Surveyor General as to the average value of the
Land, they will be placed in immediate posses-
sion of their grants.
Applications from Claimants of the 2nd class
who may propose to avail themselves of these
conditions, are to be forwarded to the Office of
the Colonial Secretary on or before the 9th
December next.
Plans of the Lands open for selection by
Claimants of the 1st and 3d classes, may be
seen at the Office of the Surveyor General.

sons who may have occasion to address
Her Majesty's Principal Secretary of State for
the Colonies, His Excellency the Officer Admin-
istering the Government has been pleased to
direct the publication of the following Extracts
from the Book of Regulations for the guidance
of Governors of British Colonies, issued from
the Colonial Office.
Persons forwarding communications, in ac-
cordance with these regulations, for transmission
to the Secretary of State by this Government,
are requested to furnish such papers in dupli-
cate.

CORRESPONDENCE OF INDIVIDUALS.

"If a member of the Colonial Govern-
ment, or a private individual residing in a
Colony, has occasion to address any represen-
tation to the Secretary of State, he must at all
times make the Officer administering the Colo-
nial Government the medium of his communi-
cation. Whenever this course is not strictly
adhered to, the representation, of whatever
nature it may be, must in every case be sent
back to the Governor for his report. -
"This regulation is by no means intended
to preclude the free resort of all Her Majesty's
subjects to the highest authority in the state for
the redress of any grievances under which they
may deem themselves to labour—provided they
pursue the course of communication which jus-
tice and fairness to all parties concerned, as
well as convenience and regularity in the dis-
patch of public business, render it necessary to
prescribe. -
"The Governors of Her Majesty's Colo-
nies are the authorities to which Her Majesty's
snbjects residing in those Colonies should, in
the first instance, address themselves.
