✨ Provincial Ordinances and Proclamations




And whereas, by a certain other Ordinance enacted by the Lieutenant-Governor of the Province of New Munster, by and with the advice of the Legislative Council thereof, Session 4, No. 9, intituled, "An Ordinance to increase the efficiency of the Constabulary Force," after provision made for the jurisdiction of the Ordinance into the Town of Wellington, it is enacted, "that it shall be lawful for the Lieutenant-Governor, with the advice of the Executive Council, by Proclamation," to specify any further or other limits of towns within which any of the provisions of this Ordinance shall be enforced, upon a requisition therefor signed by a majority of the Magistrates of the District in which such Town is situate:"

And whereas by a certain other Ordinance enacted by the Lieutenant-Governor of the Province of New Munster, by and with the advice of the Legislative Council thereof, Sess. 1, No. 11, intituled "An Ordinance to abate the Dog Nuisance," it is provided that, "upon the requisition of the majority of the Magistrates of any district, the Lieutenant-Governor may proclaim the said Ordinance to be in operation in any town situated within such district; and whereas such requisitions have been made by the majority of the Magistrates of the district of Otago:

And whereas by another Ordinance enacted by the Lieutenant-Governor of the Province of New Munster, by and with the advice of the Legislative Council thereof, Sess. 1, No. 5, intituled, "An Ordinance to confer upon the Lieutenant-Governor of New Munster within the Province, the same powers in certain cases as are conferred upon the officer administering the Government of the Colony for the time being," it is enacted that all such powers conferred as aforesaid shall be exercised by the Lieutenant-Governor, pursuant by the Ordinances enumerated in the schedule thereto appended: "upon the Governor, Lieutenant-Governor, or Officer administering the Government of the Colony for the time being, shall be and are thereby vested in the Lieutenant-Governor aforesaid;"

And, whereas the Ordinances aforesaid are included in the said schedule:

Now the Governor, the Lieutenant-Governor of New Munster aforesaid, in pursuance of the authority by the said recited Letters Patent and Ordinances in me vested, do hereby proclaim and declare:

That the limits of the Towns of Dunedin and Port Chalmers, in the district of Otago, shall be such respectively as are described and delineated in the New Zealand Company's authorized plans of the said towns:

And I hereby further proclaim and declare that the provisions of the aforesaid Ordinance for imposing a tax upon Raupo Houses, shall from and after the 1st day of January, 1851, be in force within the said Towns of Dunedin and Port Chalmers, so limited as aforesaid.

And that the said Towns, within the limits aforesaid, shall, from the 1st day of April, 1850, come within the operation of the herebefore recited means of the said Ordinance, to repeal the Cattle Trespass Ordinance, No. 1.

And I further proclaim and declare that the herebefore recited Ordinance to abate the Dog Nuisance, shall, from and after the 1st day of April, 1850, be in operation within the said district of Otago, and within the limits whereof are particularly described and defined, under the said recited Proclamation under my hand, bearing date the 30th day of May, 1849.

And I further proclaim and declare, that the provisions of the aforesaid Ordinance to increase the efficiency of the Constabulary Force shall, from and after the 1st of April, 1850, be enforced within the Towns of Dunedin and Port Chalmers so limited as aforesaid, within the district of Otago aforesaid.

Given under my hand, and issued under the Public Seal of the Province of New Munster in the Island of New Zealand, at Wellington, this twenty-eighth day of January, in the year of Our Lord, one thousand eight hundred and fifty.

THE following Reports on the Colonial Hospital is published for general information.

Colonial Hospital, Jan. 31, 1850.

Sir,

I have the honor to forward, for the information of His Excellency the Lieutenant-Governor, a return showing the progress of this Hospital under my charge since it was first opened. This return will show the progressive increase of Native Patients each year, as the Hospital became known and its benefits appreciated.

During the last year, 1849, there were admitted one hundred and sixty-seven in-door Native patients, all fresh cases, and eighteen Europeans, making a total of one hundred and eighty-five in-door cases; out of this number, one hundred and forty-one were discharged cured, six died, seven were removed.
