Nelson, 7th November, 1868.

JOHN CONOLLY is hereby authorised, under the provisions of Section XIII. of the Goldfields Act, 1866, to construct a track from the foot of the BALD HILLS to the KYNNERSLEY or CAROLINA TERRACE, of a length of about two miles or thereabouts, and to charge, for a period of six months, from the 1st day of November, 1868, tolls according to the Schedule on the following conditions:—

  1. That the track shall be maintained at all times in a good state of repair.
  2. That any other person at any time on payment of a proportionate share of the construction of the track at a valuation may become a part proprietor in it.
  3. That this protection does not interfere with any ground held under any existing rights and privileges nor prejudice the right of the Government to cut any other track provided that no protection shall be granted for any other track to approach nearer than one chain to this one.
  4. That all Government officers, including road overseers and laborers and postmen when on duty shall use the track free of charge.
  5. That this protection shall not be transferred without the sanction of the Warden of the District.
  6. That the Warden of the District shall, on being satisfied that the track is not in a good state of repair, or that any of the above conditions have been violated, have power to suspend the operation of this license until the matter of complaint be removed:—
