PROVINCIAL COUNCIL.

The Seventeenth Session of the Provincial Council was opened this day at One o'clock, when the following Address of His Honor the Superintendent was delivered :β
MR. SPEAKER, AND GENTLEMEN OF THE PROVINCIAL COUNCIL,
I have found it necessary to call you together at this unusual time of the year in consequence of the rapid extension of the South-west Goldfields, and the large demands upon the Treasury, which have arisen from the execution of public works necessary to promote the occupation and settlement of that important part of the Province.
I have the gratification to inform you that mainly owing, I believe, to the timely expenditure of large funds, under the able direction of Mr. Commissioner Kynnersley, in the formation and improvement of roads, townships, and harbors, Nelson is fast attaining, if it has not already attained, the position of the largest gold-producing Province of the Colony, the export during the quarter, ended on the 30th September last, having amounted to 68,427 ounces, while those of Otago and Canterbury were 32,778 and 71,200 ounces respectively.
The returns which will be submitted to you will, however, show that this satisfactory position has not been arrived at without an expenditure beyond that which was contemplated, and for which you made provision in your last session; the liberal sums which you then appropriated for public works upon the
