MISCELLANEOUS (£2,000).
A reference to the account connected herewith will show where an insufficient amount has been voted for particular purposes. The excess has therefore necessarily placed to this vote. The late Superintendent viewing the same as being in part created for this purpose.
A new Superintendent having been now elected, with several new members of the Council, the Auditor would wish an express opinion of the Council, as to whether or not, in the event of votes proving insufficient, the balance should in future be carried to this account (Miscellaneous), or whether it is the wish of the Council that the over expenditure of any particular vote should remain and be shown.
The only item of unauthorised expenditure which will require the sanction of the Council, is the sum of £303 9s. 2d., which has been expended on account of "The Waterworks Loan Act, 1864." At the time this expenditure commenced there was a considerable amount in the hands of the Provincial Treasurer, and it was deemed inexpedient by the late Superintendent to have recourse to the sale of debentures when so small a sum was needed and when money was commanding so high a price. The above sum will therefore be deducted from the first monies received on account of debentures, and in the meantime stand as an asset to the Province.
The amount paid on account of Education this year has been large, viz.—

The amount collected on the same account, has been, during the same period £1,687 8s.
"Mail Road east of Takaka, £300," of this vote, £285 12s. has been expended, and £230 5s. 7d. paid in land.
"Medical Department, £1,750." The expenditure under this head has been £1,748 1s. 9d., and the receipts from patients of the province of Marlborough and others who have paid, £177 10s. 4d.
"Repayment of balance of Education Loan," £150 has been paid on account of this item, leaving £1,600 still due to the Trustees.
