SPEECH OF HIS HONOUR THE SUPERINTENDENT ON THE PROROGATION OF THE FIFTH SESSION OF THE PROVINCIAL COUNCIL, ON THE 4TH MAY, 1860.
MR. SPEAKER AND GENTLEMEN OF THE PROVINCIAL COUNCIL—
I embrace the present occasion to express
to you the regret I felt, at being unable,
through a sudden attack of illness, to open in
person the present session of the Council.
It is gratifying to me to find that the mode
proposed by me for appropriating the Revenue
for the current year has so generally met with
your approval. I do not doubt that the con-
tinuation or completion thus provided for, of
the extensive public works and explorations
commenced last year, will secure for the com-
munity all the benefits contemplated when
they were originally proposed.
Amongst the proceedings which have come
under my notice, I am pleased to find that the
Report of the Committee appointed by you in
reference to the Claims to Compensation has
received your unanimous approval, and I trust
the effect of it will be induce the General
Assembly to set at rest this long pending ques-
tion.
The large sum voted by you for Education
will I trust place the free system so wisely and
judiciously established by you in this province,
and hitherto so successful, upon a firm and
solid basis; and if that portion of it to be ex-
pended in building be laid out in the comple-
tion of the schools already in progress in the
various educational districts, rather than in the
erection of new ones, except in rare cases,
where the amount of population obviously
justifies the latter course, it will remove the
only apparent danger which threatens the per-
manence of the system (though still in a less
degree than it would most others), namely,
its expense.
The permanent fund provided by you for
the establishment of yearly prizes for rifle
shooting, will afford, it is to be hoped, a power-
ful stimulus to our young men especially, both
now and in future years, to acquire skill in the
use of the rifle, and with it a habit of relying
upon themselves for defence in times of dis-
turbance and danger, which will be one of the
best guarantees against their occurrence.
I have assented, on behalf of his Excel-
lency the Governor, to the following Acts,
namely:—
The Bridle Roads Protection Act,
The Hackney Carriages Act,
The Rifle Prize Act,
The Appropriation Act;
and I have, in accordance with explicit in-
structions received from the Governor with
reference to all Acts for the raising of Loans,
reserved for the signification of his Excel-
lency's pleasure thereon,
The Nelson Institute Loan Act.
I now prorogue this Council, and it stands
prorogued accordingly.
