SIR—I have the honor to acknowledge the
receipt of your letter of the 13th instant,
transmitting the copy of one from the Super-
intendent of the Province of Nelson, New
Zealand, with a bill of exchange for £1,040
13s. 6d., the amount of subscriptions to the
Patriotic Fund in that province (a receipt for
which is enclosed); and I am directed to
request that you will be good enough to convey
to Mr. Stafford for his exertions, and to the
subscribers of this munificent sum for their
benevolence, the best thanks of the Royal
Commissioners.

SIR—In acknowledging the receipt of your
Honor's letter of the 26th May last, covering

an authentic copy of "an Act to provide for
the efficient Branding and Marking of Cattle,"
passed by the Provincial Council of the Province
of Nelson (Session III., No. 7), and assented
to by you on behalf of the Governor, I have
the honor to inform you that his Excellency is
advised that the 16th section of this Act pur-
ports to extend the jurisdiction of the Supreme
Court, in contravention of the 19th section of
the Constitution Act.

The 18th section of the "Summary Proceed-
ings Ordinance," No. 5, Session II., as amended
by the Summary Proceedings Amendment
Ordinance, No. 15, Session III., limits the
right of appeal to the Supreme Court on
summary convictions to cases in which the
sum adjudged to be paid exceeds five pounds
(£5), whereas the section above referred to
purports to confer such right of appeal in cases
where the sum adjudged to be paid exceeds
forty shillings (40s.).

His Excellency regrets that for this reason
he is under the necessity of disallowing this
Act of the Provincial Council of Nelson.
