THE following Circulars, &c., relative to the proposals for the negotiation of the Loan authorised last Session, which have been addressed to the various business firms of this City, are published for general information.

SIR,—I have the honor to forward you herewith a copy of the conditions under which the Provincial Government of Wellington will be prepared to receive tenders for the Loan of £25,000 authorised to be raised by Act of the Provincial Council, Session IX., No. 11.
The tenders will be received and opened in the office of the Superintendent of the Province on Saturday, the 25th of October next at noon, and any tenders not presented at that hour will necessarily be excluded from the competition.

CONDITIONS.
1st. Tenders will be received for the whole or any portion of the Loan, providing that the amount tendered for be not less than One Thousand Pounds stg. (£1000). All tenders to be presented at the appointed time by the person or persons tendering, or some person duly qualified to act on his or their behalf; such tenders to be opened and the rates and amounts declared, in the presence of the persons by whom they are presented.
2nd. The amount of the accepted tender or tenders, with the premium thereon, will be required to be paid to the Provincial Treasurer in Wellington, in Cash, on the 1st day of January, 1863.
3rd. The Provincial Government will fix the minimum at which they will accept tenders, and will have the same enclosed in a sealed envelope, to be opened in the presence of the parties tendering, as soon as the various tenders shall have been opened; and all tenders at rates below such minimum will be rejected.
4th. Each tender to have the amount tendered for and the rate of premium described in words at length, as well as in figures.
5th. The highest tender above the minimum rate as fixed by the Provincial Government will be accepted; but if it should not be for the whole amount of the Loan, then the next highest will be taken in addition to the former, and so on until the whole sum of £25,000 shall have been taken.
