the Provincial Auditor, who, on similarly bridges, or other works as shall have resatisfying himself, and finding that the sum claimed is within the amount avail- able for the district, will countersign the Treasurer’s cheque, and return it to that officer for transmission to the Chairman who made the requisition.
The Chairman of every Road or Dis- trict Board will forward to the Provin- cial Treasurer a receipt for all monies remitted to him, undertaking in such re- ceipt to render to the Superintendent true and satisfactory accounts and vouchers for his expenditure of such sums.
The accounts of each Board are to be made up to the 31st of March, the 30th of June, and, so long as any balance re- mains in hand, at the end of every sub- sequent quarter respectively. Such ac- count to be signed by the Chairman and one other member of the Board, and, with proper vouchers, forwarded forth- with to the Superintendent, who will send it to the Provincial Auditor for ex- amination and report, and on receipt of such report will forward it with the re- lative accounts to the Colonial Secretary.
When out of the portion of the grant allotted to any Province, a contribution is, under the proviso to section 11 of the said Act, to be expended in an outlying district in such Province in which no Road Board is constituted, the expendi- ture of such contribution shall be subject to the following regulations:—It shall be paid over to a body of persons residing in the district, appointed by the Su- perintendent with the advice of his Ex- ecutive Council, to receive and disburse the same, and shall be given solely for the construction of such new roads.
The Chairman will keep accounts of such roads, &c. Accounts of the expen- diture of such money shall be kept, furnished, and audited in the same man- ner as prescribed with regard to Road Boards.
The Colonial Government, or the Pro- vincial Government of any Province, shall have the right, by any officer or officers appointed by such Governmen- t for the purpose, to require at any time or times, and as often as shall be deemed necessary, the production for examina- tion of all or any books, accounts, or other documents relating to the expendi- ture of such grants; and of disallowing all or any part of such expenditure as shall be found not to be properly sup- ported by vouchers, or not in accordance with the condition on which the grant shall have been made.
