MY FRIENDS,—
I think it right to inform you that after careful reflection on your complaints about the cattle and horses of the Europeans trespassing on your lands, it has been determined to use all possible means that the law allows to put a stop to the evil you complain of. To do this, however, it is necessary that all Europeans, without distinction, should cease to occupy with sheep, cattle, or horses, the Native lands, as their remaining on them is contrary to law; and were we to try and punish the people you particularly complain of for trespass, unless we take action against all, they would meet us by saying, "There is a law; well, you allow some
