  1. No patient shall be allowed to go beyond the Hospital grounds without permission of the House Surgeon on pain of expulsion.

  2. All patients and servants connected with the Hospital shall conduct themselves with sobriety, cleanliness, and honesty, both out of doors and within. They shall not use profane language, nor gamble, nor smoke, or chew tobacco within doors. They shall obey the viva voce instructions of the House Surgeon, and if guilty of insubordination shall be subject to instant dismissal.

  3. No person except one employed in the necessary business of the house shall be allowed to go into the wards before one o'clock in the afternoon, nor at any other time without the permission of the House Surgeon.

  4. The House Surgeon when sending for the visiting staff in cases of emergency, shall give notice of such case to as many of the outside practitioners as may be found practicable.

  5. The Dispenser shall walk the Hospital every morning and evening, and at such other times as may be necessary with the House Surgeon; dispense all medicines and also all medicine for the Government Institutions, take note of diet and all extras ordered, and also keep all books intrusted to him by the House Surgeon.

  6. The Dispenser shall see that all goods are properly weighed and measured before they are conveyed to the store room.

  7. The Dispenser shall assist the House Surgeon in keeping order and regularity among patients and servants, and shall report to him any instance of neglect or insubordination which may occur.

  8. The Matron shall have charge of the household furniture, linen, &c., and keep an account of the same, and shall serve out all stores daily (Sundays excepted), as ordered by the House Surgeon; she shall visit the wards at least once in the day, and see that the different wards, linen, &c., are clean and in good order. She shall also assist in keeping order and regularity among servants and patients, and report to the House Surgeon any instances of neglect or disobedience which may occur.

  9. The Porter shall act as messenger and general servant, obey the orders of the House Surgeon, Dispenser, and Matron, attend at operations, assist the nurses in the different wards when required to do so. He shall lock all doors in the evening, and open them in the morning at such hours as shall be prescribed by the House Surgeon, and shall on no account unlock doors except for the admission of urgent cases, or with the permission of the House Surgeon. The Porter, when not otherwise engaged, shall attend to the Hospital garden and grounds.

  10. The Nurses must be able to read and write. They shall have their respective wards cleaned by 30 minutes past 9 a.m., shall carefully administer all medicines, diet, and wines, ordered by the House Surgeon, treat the sick with kindness and attention, see that all patients are in bed after the doors are locked, put the gas down on retiring to rest, and inform the House Surgeon of any irregularity or disobedience amongst the patients.

  11. The Cook shall keep the cooking utensils and kitchen clean, and in good order; she shall have the meals ready at stated hours. The Cook shall report to the Dispenser or Matron whenever the provisions are not of good quality.

  12. No spirituous liquors or provisions of any kind shall be introduced into the Hospital without the permission of the House Surgeon. The law in this case will be strictly enforced, and any servant of the Hospital who is privy to the infringement of this rule will be dismissed.


PROCLAMATION.

WHEREAS by an Act of the General Assembly intituled β€œThe Neglected and Criminal Children Act, 1867,” it is amongst other things enacted that it shall be lawful for the Superintendent of any Province in which any Industrial School shall have been established from time to time, as occasion may require, to make Regulations for the conduct, management, and supervision of any such Schools established in any such Province under the said Act, and for the employment, education, and correction of the children detained therein, and such Regulations, from time to time, to amend, vary, or annul. And whereas, by a Proclamation dated 23rd day of February, 1874, an Industrial School was established at Burnham, in the Province of Canterbury, and whereas it is expedient to make Regulations for the conduct, management, and supervision of the same.

Now, therefore, I, William Rolleston, Superintendent of the said Province, by and with the advice and consent of the Executive Council thereof, do hereby make the following Regulations for the conduct, management, and supervision of the said Industrial School.

RULES AND REGULATIONS FOR THE MANAGEMENT OF THE CANTERBURY INDUSTRIAL SCHOOL.

It must be steadily kept in view that the object aimed at by the Government, in the formation and maintenance of this Institution, is to supply, as far as possible, a home to the neglected children of the Province; and such a training as will fit them to become useful members of the community.
