BOARD OF EDUCATION.
REPORT ON THE PROGRESS OF THE JUNIOR GOVERNMENT SCHOLARS.
TO THE CHAIRMAN OF THE BOARD.
SIR,
I have the honour to report that the above scholars were examined on the 16th, 17th, and 18th February.
They are :-

Caygill ... " 1867 ... College.
Triggs ... " 1867 ... College.
Jennings ... " 1867 ... College.
Dawson ... " 1868 ... High School.
Merton, Junior ... " 1868 ... College.
Bean, Senior ... " 1868 ... College.
Parson ... " 1868 ... College.
Bean, Junior ... " 1870 ... College.
Bird ... " 1870 ... High School.
Herbert ... " 1870 ... College.
Knowles ... " 1870 ... Private School.
The scholars, with the exception of those at the High School, were last examined in November, 1869. The present season is preferable for several obvious reasons.
The subjects of examination were the same as in former years. The absence of any programme made the work one of more than ordinary difficulty.
The variety of the course gone over in the several schools, and the different ages of the scholars—from 9 or 10 to 15 or 16—would not permit of a special examination in the course studied.
It appeared also to be more desirable to test the comparative result as to the scholars in their different years, and the soundness of their acquirements, rather than their recollection of the lessons they had more recently learned.
A wide range of questions was therefore prepared, including in each paper enough to gauge the attainments of those who had more than a mere elementary knowledge of each subject.
A fixed time was allotted to each paper, and it was not necessary to answer half the questions, in order to gain full marks; but the scholars were allowed to choose the questions, and to continue their answers until the time was up, and thus possibly to exceed the required maximum.
This method of testing their general progress has afforded the following comparative result.
