MEMORANDUM FOR HEADS OF DEPARTMENTS.
THE Superintendent directs that the expenditure of the sums voted for the service of the several Departments of the Provincial Government should be, as far as is possible, so arranged as to show at no time of the current financial year a larger sum expended than is due proportionately to the then expired portion of the year. And if at any time the Head of a Department should have occasion to send forward for payment within any calendar month claims the total amount of which exceeds one-twelfth of the vote for the year, or to incur expenses which would have the effect of making the total expenditure to date greater than is due to the proportion of the year then expired, he must, in either case, bring the matter to the notice of the Provincial Secretary, and give the reasons which, in his opinion, render such increased expenditure necessary.
No special orders will be issued in any case where the attention of the Superintendent has not been called, in writing, to the increased expenditure during the currency of the financial year, and unless he has, in writing, signified his concurrence in the increase.
