PROCLAMATION.
WHEREAS by an Act of the General Assembly of New Zealand, entitled "The Bridges and Ferries Act 1868 Amendment Act, 1869," the Governor may from time to time, by Proclamation in the New Zealand Gazette, declare "The Bridges and Ferries Act, 1868," to be in operation in any Province, or in any District being part of a Province, to be defined in such Proclamation; and may, at the time of making such Proclamation, or at any time thereafter, delegate all or any of the powers by the said Act vested in him, and exercisable by him within the Province or District in such Proclamation mentioned, except the powers conferred by the 2nd section of the said Act to the Superintendent of the Province in which the said Act shall be so brought into operation.
And whereas the said Governor hath by Proclamation as aforesaid declared the said Act to be in operation in the Province of Canterbury, and hath delegated to William Rolleston, the Superintendent of the said Province, all the powers which by the said Amendment Act the Governor is authorised so to delegate.
Now therefore I, William Rolleston, the Superintendent as aforesaid, in pursuance of the powers so vested in me, do hereby authorise William White of Christchurch, in the Province of Canterbury, to establish a Ferry across the River Rakaia in the said Province, at a point thereof on the North Bank, where a Flagstaff is placed on the western side of the Great South Road, and which Flagstaff is so placed for the purpose of fixing such point; and I permit the maintenance of the said Ferry by the said William White for a period of nine months from the date hereof: And I hereby make the following Regulations for the management of such Ferry and for the maintenance of the same by the said William White:β
And I hereby fix and appoint the Fares to be chargeable for the conveyance of passengers, animals, and goods, by such Ferry:β
The said William White shall keep at least six steady and efficient men constantly engaged in the said Ferry service and in working the boats over such streams as now are, or may during the continuance of the said term, be deep enough to float such boats; and shall keep the boats and tackle in good and workable repair and condition, together with a sufficient supply of rope, oars, and rowlocks, boat-hooks, life-buoys, &c.; and shall at all times, when required to do so, between sunrise and sunset, weather permitting, with all convenient speed, cause the said Ferrymen to ferry across any passengers, stock, baggage, merchandise, and other things which may require transporting, and shall, when the said Ferry is not being used, station and keep one man on each bank of the said River for the purpose of attending to the signals. The said Ferry service shall be worked under the inspection and to the satisfaction of the Superintendent of the Province for the time being, or of any person appointed by him for that purpose.
