With a Mistress in full attendance but with a small proportion of girls, there is fair reason for questioning the character and efficiency of a School.
The large proportion of girls at the Papanui, Timaru, and Woodend Schools, which enjoy the constant services of efficient Mistresses, is as remarkable as the small proportion at other Schools where the services of the Mistress, from ill-health or other causes are merely nominal.
IV.—The relation of the amount of School Fees to the average Attendance.
In some Schools the amount of fees is swollen by subscriptions, as at Governor’s Bay and Governor’s Bay North; but generally they will not amount to more than £2 2s. per average attendant per annum, or twice as many guineas as the annual average, a higher amount implies a high and exclusive rate of fees as at Arowhenua. At the ordinary rate of one shilling per week, the fees should not amount to less than the above standard. Unless the discrepancy can be explained, there must either be laxity in the collection of the fees or incorrectness in the account. Lower fees secure larger attendance.
V.—Arrears of School Fees.
Large arrears indicate defective arrangements either as to the rate of fees, or, as to their collection. They may possibly also be an indication of inefficiency, for a Teacher who is not giving satisfaction to the parents, cannot insist upon the punctual payment of School fees.
