MONTHLY SUMMARY REPORT OF INSPECTOR OF SCHOOLS.
To the Honorable H. J. TANCRED, Chairman.
SIR,—I have the honour to submit a Summary Report upon the Schools examined during the month.
Sixteen schools, including 670 children, have been examined.
The Lower Heathcote School was also visited, on the 9th March, for the purpose of suggesting certain alterations and improvements in its internal arrangement. (See Special Report).
The Kaiapoi Roman Catholic schoolroom was visited on the 3rd inst. The building was open, and the desks, forms, and slates were exposed; but the school I ascertained to have been closed early in the quarter. The school had received very little and but irregular support from the parents of the denomination. Several of the children are now attending an efficient school.
The Kaiapoi Church School was, at the same time, ineligible for examination, having been conducted partly in temporary premises, on the north side of the river, until the repair of the bridge injured by the floods.
The Rangiora Girls’ School was closed for a short time, owing to the indisposition of the mistress.
Of the schools on Banks Peninsula, there is a lamentable apathy on the part of some parents, who either wilfully neglect, or even positively refuse, to allow their children to receive any education. In one instance their manner of living is said to be most demoralising.
It is a matter of great regret that the schools at Pigeon Bay and Okain’s Bay show a very reduced attendance, while the attainments of the children present bear witness to the unflagging energy of the respective teachers.
It is very satisfactory, however, to observe that those schools which had received admonition from the Board show a decided improvement since last examination.
There is also, with few exceptions, a very general improvement in the registers; and more correct returns may be expected.
OF THE SCHOOLS EXAMINED—
Two are satisfactory (the Papanui and Rangiora Schools)
Four are satisfactory, allowing for circumstances.
Seven are improved, or improving.
Two middling
One has fallen off since Christmas.

Papanui, St. Paul’s ... Feb. 28 ... Present, 71 ... Satisfactory. The attendance was much below the average.
Avonside ... March 10 ... Present, 46 ... Improving, although there are too many little classes, and the attainments are still below the average.
Kaiapoi Wesleyan School ... March 10 ... Present, 88 ... Improved.
