No. 399, in red.—All that tract of land, one mile wide, extending from sections 4525 and 7405, in the Oxford District, to the gorge of the Waimakariri, above Trig. station O 34, and more particularly delineated on the map of the Chief Surveyor, setting out and describing the rural land in the Oxford District, save and except the freehold land purchased to date—for line of railway.
No. 400, in red.—Twenty acres, more or less, situate in the Rakaia District, commencing at a point on the western side of the reserve for the southern line of railway, immediately opposite the peg marked twenty-nine miles ten chains; thence following a straight line, at a right angle with the said reserve, in a north-westerly direction, a distance of five chains; thence, at a right angle, north-easterly, a distance of forty chains; thence again, at a right angle, south-easterly, to the South Road; thence south-westerly along the said road to the reserve above mentioned; and from thence, returning along the same to the commencing point—for railway station.
No. 401, in red.—All that tract of land, half a mile wide, extending from the southern line of railway to the gorge of the Rakaia, the centre line of which branches from the line of railway above mentioned at twenty-nine miles ten chains, and runs in a north-westerly direction, for a distance of about twenty-five miles to a bridge situate twenty-five chains north of Lake Constance, exclusive of Reserve No. 400—for line of railway.

HIS Honor the Superintendent directs the publication of the following Regulations made by him under the authority of “The Marine Board Act, 1863.”
PORT REGULATIONS.

The Regulations published in the Provincial ‘Government Gazette,’ of October 25, 1864, are hereby repealed, and the following Regulations shall be in force in the Port of Lyttelton on and after the 1st day of July, 1865.

All Carters, Porters, and Watermen engaged upon the Public Wharfs shall be under the control of the Port Officer.

Every Waterman shall, upon payment of One Pound sterling in respect of every Boat to be plied by him, receive a license, to be renewed on the 1st July in each year.

Any Boatman carrying Passengers for hire without a license shall be liable to a fine not exceeding Five Pounds.

No Boat shall be allowed to remain at any Landing-place after discharging her Cargo and Passengers, or to make fast to any steps or handrails belonging thereto, without some Person in charge ready to remove the said Boat when required to do so by the Port Officer, or Person deputed by him.

On proof of any complaint, through the Port Officer or otherwise, of any Waterman using abusive or obscene language, either when plying for hire, or on board or alongside of any Vessel, or on or at any Landing-place, or otherwise inconveniencing Passengers or intending Passengers, the offender’s license will be cancelled forthwith.

The number of Passengers and quantity of Luggage allowed to be carried in any Boat shall be specified in the License, and shall be legibly painted on some conspicuous part of the Boat in respect of which such License is issued.

The highest authorised Fares shall be—
From any Wharf or Jetty to the Steamers—single fare to or from .......................... 1 0
From any Wharf or Jetty to any place, or to any Vessel other than Steamers, lying within a space bounded on the east by a line drawn from Stoddart’s to Sticking Point, and on the west by a line drawn from Naval Point to the eastern point of Church Bay ................................................... 1 6
From any Wharf or Jetty to any Vessel lying to the eastward of Sticking and Stoddart’s Points, and to the westward of Battery Point and the buoy on Parson’s Rock ................................................... 2 6
From any Wharf or Jetty to Church Bay ................................................... 4 6
From any Wharf or Jetty to Gollan’s Bay ................................................... 2 0
From any Wharf or Jetty to Rhodes Bay, one Passenger ................................................... 3 6
Ditto, two or more, each ................................................... 2 6
From any Wharf or Jetty to Quarantine Station, one Passenger ................................................... 10 0
Ditto, two or more, each ................................................... 7 0
To the Heads, or Head of the Bay, as per agreement.
Return Fares will be allowed at the same rate in each case.

Each Boat shall carry, if required, 8lbs. weight of Luggage with every Passenger, without additional charge; and any Passenger detaining a Boat for a period exceeding 20 minutes, shall be liable to an extra charge at the rate of 2s. per hour.

All Ballast Lighters, Cargo and Water-tank Boats, plying for hire, shall be registered; and, upon payment of 3s. per ton, shall receive a License, to be renewed on the 1st of July in each year.
