necessary regulations for the convenience of members of the Council, and the custody of books and records.

Minutes.—The Clerk shall at each sitting of the Council keep draft minutes of the proceedings at such sitting. Such minutes shall afterwards be fairly entered in a Minute Book, and shall be submitted for approval at the next sitting of the Council; when approved, they shall be signed by the Chairman of the sitting of which they are a record.

Notice Book.—The Clerk shall keep a Notice Book, in which he shall enter all the notices of motion given by members of the Council, in the order in which they are given; and all such notices shall be called on by the Chairman in the order in which they are entered in the Notice Book; but, by order of the Council, the consideration of any notice may be deferred to a later period of the sitting.

Limitation on Speaking.—Every member, when speaking, shall address the Chair, standing. No member shall speak except on some motion before the Council; nor shall any member (except the mover of a resolution) speak twice on the same motion, unless a “free discussion” shall have been resolved on.

Breaches of Order.—The Chairman shall at once call to order any member proceeding to speak twice on the same question, or introducing irrelevant matter into his speech, or any member using unbecoming language. A member called to order by the Chairman shall immediately sit down.

Questions of Order.—Questions of order may be forthwith taken into consideration whenever they arise.

Notices of Motion.—It is desirable that subjects of importance should only be brought under the consideration of the Council in pursuance of a notice given in writing, and read at some previous sitting. Such notices may be given at any convenient opportunity in the course of the sitting. No resolution of which such previous notice has not been given shall be adopted, except with the concurrence of at least five members of the Council. Nor shall any such resolution, except by special permission of the Council, be entertained, of which notice has not been given immediately after the reading of the minutes of the previous sitting. The relative order in which the subjects to be considered at any meeting of the Council shall be so considered shall be determined by the Chairman, subject to alteration by resolution of the Council.

Motions in Writing.—Every motion or amendment (except matters of form) shall be handed to the Chairman in writing.

Motions not Seconded.—Every motion or amendment not seconded shall drop without debate.

Motion not to be Withdrawn.—After a motion has been put by the Chairman, it cannot be withdrawn without the leave of the Council.

Amendments.—Amendments to any motion may be moved without notice. No amendments may be moved upon an amendment. An amendment to a motion shall be put before the motion, and, if carried, the motion as amended shall then be put.

Transfer of Motion.—Any member by whom notice of motion has been given may authorise any other member to move the same in his absence.

Adjournment.—A motion for adjournment may be made at any time, but not so as to interrupt a member speaking. If such motion be negatived, no new motion to the same effect may be moved within a quarter of an hour.

Resumption of Adjourned Debate.—The member upon whose motion any debate shall have been adjourned shall be entitled to precedence on the resumption of the debate, unless he has previously spoken.

Divisions.—Every question put to the vote shall be put first in the affirmative, and then in the negative, when the Chairman shall declare by the sound of voices which party has the majority. If a division be required by any member, the Chairman shall put the question “Aye” or “No” to each member, seriatim, and shall declare the result by a list to be made up by the Clerk.

All Members present to Vote.—Every member present when a question is put to the vote must vote.

Appointment of Committees.—A motion for the appointment of a Standing or Select Committee shall state the number of which it is to consist, and be accompanied by a list of the names of the members proposed to be placed on such Committee; but the two motions shall be considered separate questions, and shall be put separately to the Council. Any member may, as an amendment, propose other names than those which have been proposed.

Mode of appointing Committee.—Upon the appointment of a Committee having been agreed to, any member may require it to be formed in manner following. Each member present shall give to the Clerk a list of the members proposed by him to serve on such Committee. Any list containing a larger number of names than that fixed for the Committee shall be void. When all the lists are collected, the Chairman and Clerk shall ascertain the names of the members, not exceeding the required number, who have the greatest number of votes, and such members shall be declared by the Chairman to constitute such Committee. In case of an equality of votes between two or more members, the Chairman shall decide by lot which shall serve on the Committee.

Adding Names to Committee.—The names of members serving on any Committee may be altered or added to by resolution in the usual way.

Chairman of Committee.—Every Committee shall appoint its own Chairman, who shall have an original as well as a casting vote.

Appointment of Officers.—All officers of the Council shall be appointed by resolution of the Council. The names of all the candidates shall first be put to the vote, and the one having the smallest number of votes
