ADDRESS OF HIS HONOR THE SUPERINTENDENT,
On Proroguing the Provincial Council,
September 30, 1864.
MR. SPEAKER AND GENTLEMEN OF THE PROVINCIAL COUNCIL,
In releasing you from your labors I have to express my cordial thanks for the careful consideration which you have given to the various important measures submitted to you during the present session. The liberal supplies which you have voted for the public service shall be administered with the strictest regard to economy, consistent with the efficient conduct of Government, and the prosecution of the great public works of the province.
I trust that the measures passed by you for supplementing the revenue by means of rates will have the effect of hastening the development of the material resources of the province; while the adoption of a definite principle for regulating the distribution of the land revenue among the several Road Boards, will extend to the remoter districts those assurances of progress which have hitherto been more especially enjoyed by centres of population.
I will, in accordance with your request, take immediate steps, so far as it is in my power, for obtaining the sanction of the General Assembly to an Act for increasing the revenue derived from pasturage rents, in consideration of an extended tenure being secured to the lessees.
You will have seen from the papers before you relating to the proposal for the establishment of postal communication by Panama, that the course adopted by you at the last session for rescuing the credit of the colony, has not only effected the object immediately aimed at of facilitating the organisation of that service, but has also confirmed those impressions, already very generally entertained in the mother country, of the integrity and good faith of this community.
I have assented, on behalf of his Excellency the Governor, to the following Bills:

- The Sheep Rating Bill, 1864.
- The Fire Brigades and Prevention and Extinguishment of Fires Bill, 1864.
- Hospital and Charitable Aid Bill, 1864.
- Sheep Bill, 1864.
- The Wakefield Settled Estate Bill, 1864.
- The Christ’s College Loan Bill, 1864.
- The Hackney Carriage Bill, 1864.
- Appropriation Bill, 1864.
- The Roads Bill, 1864.
I have reserved for the signification of his Excellency the Governor’s pleasure thereon:
