Instructions to Inspectors

issue such instructions to the other Inspectors as he may think fit, for the carrying out of the rules hereinafter laid down for the general management of the Department.

  1. The Principal Inspector will appoint some office in Christchurch at which communications may be addressed to him both by the public and the Government.

  2. It will be his duty to see that the Inspectors are constantly engaged in travelling from station to station, for the purpose of ascertaining the condition, in reference to disease, of all the sheep within the Province, and whenever information may reach him rendering it desirable that sheep on a particular station should be inspected, he will at once proceed to the station, either himself or direct one of the Inspectors to do so without delay.

It will be the duty of the Inspectors also to be constantly on the watch for any infringement of the Sheep Ordinance, and the Principal Inspector will take immediate steps to cause any persons offending against the Ordinance to be prosecuted at once.

  1. The Inspectors will keep a daily journal of their proceedings, which they will send in to the Principal Inspector once a month, with returns of sheep inspected by them, and the Principal Inspector will send in once a month to the office of the Provincial Secretary, a report of all proceedings within his Department, and a return, embodying the returns of the other Inspectors, and any other information he may deem it desirable to supply.

IMMIGRATION COMMISSIONERS’ REPORT.

BRITISH CROWN

The Commissioners are perfectly satisfied with the arrangements of the ship British Crown.

They are particularly pleased with the hospital arrangements, which occupy a large portion of the poop, and are perfectly lighted and ventilated.

The medicines supplied from the Apothecaries’ Company are, both in quality and quantity, much superior to those in any ship previously visited by the Commissioners.

The Commissioners draw special attention to the provisions for the regular supply of fresh bread through the passage, and to the generally improved dietary scale, especially for young children.

The immigrants express general satisfaction with all the stores.

The apparatus for distilling fresh water (Dr. Normandy’s) has supplied the whole ship throughout the voyage, with the exception of the rare occasions of packing or fitting the engine.

The ‘tween decks exhibit an appearance of cleanliness and comfort such as the Commissioners have never found on any previous ship.

The Commissioners consider the satisfactory condition of the ship due to the excellent arrangements of Her Majesty’s Emigration Commissioners, and greatly to the experience of the Surgeon Superintendent, this being his thirteenth voyage.

The Commissioners recommend that the full gratuity be paid to the Surgeon Superintendent and the various Officers referred to in the table.

His Honor the Superintendent directs it to be notified, that by Proclamation issued by His Excellency the Governor, dated the 24th day of July, 1863, the following person has been declared to have come within the operation of the “Naturalization Act, 1858,” viz.:—

From the 1st day of January, 1861, native of Massachusetts, United States of America, Merchant, Residence—Lyttelton, in the Province of Canterbury.

Admitting Cattle into the Province of Otago from certain places.

JOHN HYDE HARRIS, Superintendent of the Province of Otago, by virtue of the powers vested in me in this behalf, do hereby proclaim and declare that from and after the date hereof until further notice, the district of South Australia, and so much only of the District of Gipps’ Land as lies south and west of the rivers M’Alister, Thomson, and La Trobe, according to the description annexed hereto, shall not be
