ADDRESS OF HIS HONOR THE SUPERINTENDENT
On Proroguing the Provincial Council, on Wednesday, July 24, 1861.
MR. SPEAKER AND GENTLEMEN,
I ASSENT, on behalf of His Excellency the Governor, to the "Pleuro-Pneumonia Prevention Ordinance, Session XVI, No. 1."
I have to thank you for the attention which you have given to the subject which has been the occasion of the present session, and I sincerely trust that the measure which you have passed will tend to avert the calamity now threatening the Province.
I have now to declare this Council prorogued until the 3rd day of September next.

IN accordance with the provisions of the "Pleuro-Pneumonia Prevention Ordinance, Session XVI, No. 1," His Honor the Superintendent has been pleased to appoint the following gentlemen to be Inspectors of Cattle :β
JAMES DODDS, Culverden.
GEORGE RUTHERFORD, Addington.
WILLIAM J. MOFFATT, Manager for Dr. Monro, Montrose.
JOHN HASTIE, Hurunui.
JAMES MELDRUM, Balmoral Downs.
P. B. BOULTON, Christchurch.
G. L. LEE, Cheviot District.
DR. DONALD, Lyttelton.
CAPTAIN SPROUL, Lyttelton.
And directs the following Instructions to be published for general information :β
INSTRUCTIONS
For the guidance of Inspectors of Cattle and other persons appointed to act under the provisions of the "Pleuro-Pneumonia Prevention Ordinance," Session XVI, No. 1.

It will be your duty strictly to watch the boundaries of the district under your supervision, and on no pretence whatever to suffer cattle which are within the interpretation of the 9th clause of the Ordinance to cross such boundaries.

In case you shall find any cattle introduced either by land or sea, except under license as provided by the said Ordinance, you will at once cause them to be destroyed, and their carcases burned or buried as you may think fit to direct, and it will be your duty at once to proceed against the person or persons so transgressing the said Ordinance.

You will have the goodness to furnish a report to the Provincial Government, Christchurch, as soon as possible after the end of each month, in which you will inform the Provincial Government of the existence, if any, of the Pleuro-pneumonia, and any other information relative to this subject which it may be in your power to impart.
