CHARLES ROBERT BLAKISTON, Esq.,
to be Provincial Secretary, and President of the Executive Council.
THOMAS GASS, Esq.,
to be a Member of the Executive Council.
THOMAS SMITH DUNCAN, Esq.,
to be Provincial Solicitor and Crown Prosecutor.
The above appointments to bear date from the 29th ultimo.

of the two Bills quoted in the margin (The Lyttelton and Christchurch Railway Ordinance, Session XI., No. 13, and The Loan Ordinance, Session XI., No. 14,) passed by the Provincial Council of Canterbury and reserved by you for the signification of the Governor’s pleasure thereon, I have the honor to inform you that these Bills have been laid before the Governor.
As regards the “Lyttelton and Christchurch Railway Ordinance,” the Attorney-General has reported that it contravenes the 19th section (as affecting Waste Lands of the Crown), and also the 2nd sub-section of the 19th section of the Constitution Act, in accordance with which opinion the Governor has been pleased to withhold his assent to that Bill.
His Excellency has also withheld his assent to the Loan Ordinance.

SIR,—Referring to the Lyttelton and Christchurch Railway Ordinance, “reserved for the Governor’s assent” and enclosed in your Honor’s letter of the 12th instant, I have the honor to request that you will be good enough to inform me whether any of the lands comprised in the Schedule to that Bill are lands, the title to which is still in the Crown, either as Waste Lands or Reserves.

SIR,—I have the honor to acknowledge your letter of yesterday, in which you enquire “whether any of the lands comprised in the Schedule to the Lyttelton and Christchurch Railway Bill are lands to which the title is still in the Crown, either as Waste Lands or Reserves.” In reply I beg to state, that the title to portions of the lands mentioned in the Schedule referred to is still in the Crown either as Waste Lands or Reserves.
