SIR,—
I have the honor by the direction of His Excellency the Governor to forward the accompanying statement of the Colonial accounts which has been made up in accordance with the resolution of the House, dated 14th September.
You will perceive by this statement that no notice has been taken of the debts due from the Provinces of Canterbury and Nelson, which will therefore remain at the disposal of the Provinces, subject to adjustment "at the termination of the financial period," and in accordance with another resolution of the House, dated 14th September, the Union Bank of Australia has undertaken to advance £30,000.
The Governor thinks it necessary to express his dissent from these resolutions.
The House desires that land fund deposits amounting to £32,000, after deducting certain expenses shall be treated as available, and divided among the Provinces, and in order to secure this division it has authorized £30,000 to be borrowed.
In other words the Executive Government is empowered to contract a debt of £30,000 and upwards to divide it among the Provinces.
It is evident that a continuance in such a course would lead to disastrous consequences.
Aware that he is not bound by a resolution from which he dissents, the Governor is yet most anxious to meet the views of the House of Representatives. He has therefore directed the Colonial Treasurer to make payments to the Provinces in the proportions shewn in the annexed schedule.
In accordance also with information given by Members of the Finance Committee of the House of Representatives which the Governor cannot disregard, an amended estimate of the Revenue has been assumed at £20,000 less than the estimate originally submitted to the House of Representatives.
The statement marked 3 shews an estimated surplus of £71,665 available for division among the Provinces, but in accordance with previous practice, one moiety of the net revenues, estimated at £74,000, will be paid into the Provincial chests.
