Provincial Appointments and Regulations




Superintendent’s Office,
Christchurch, Mar. 24, 1854.

HIS HONOR THE SUPERINTENDENT has been pleased, provisionally, until Her Majesty’s pleasure shall be known thereon, to appoint the following gentlemen to be Deputy-Registrars under the "Ordinance for Registering Births, Deaths, and Marriages in the colony of New Zealand," Sess. VIII., No. 9, for the districts described in the Proclamation issued by His Honor the Superintendent, dated March 24, 1854, and set opposite their names severally, that is to say —

ALFRED BARKER, Esq., Surgeon, for the Christchurch district;
WILLIAM DONALD, Esq., Surgeon, for the Lyttelton district;
SAMUEL BESWICK, Esq., Surgeon, for the Kaiapoi district;
DANIEL WATKINS, Surgeon, for the Akaroa district.

The above appointments to date from the 1st day of April, 1854.

to be acting Provincial Secretary of the Province of Canterbury, under the Executive Government Ordinance, Sess. I., No. 3.

to be Acting Provincial Auditor for the Province of Canterbury under the Executive Government Ordinance, Session I., No. 3, in the place of William John Warburton Hamilton, Esq., resigned.

HIS HONOR THE SUPERINTENDENT directs it to be notified for public information that by the advice of the Executive Council, the following Rule has been added after the 9th paragraph, under the head of "Duties of the Provincial Treasurer," to the "Rules and Regulations for the offices of Government," published in the Government Gazette, No. II., dated Nov. 18, 1853.

"The Provincial Treasurer shall make a similar return, shewing the amounts of Revenue received by him from each department during the month, and also a return shewing the totals of Receipts and Expenditure for the month, comprising the balances brought forward and carried forward respectively."

IMMIGRATION.

HIS HONOR THE SUPERINTENDENT directs the following Immigration Regulations, which have been adopted by the advice of the Executive Council under the provisions of the Immigration Ordinance, Sess. II., No. 4, to be published for general information.

  1. All persons desirous of obtaining assisted passages to the Province of Canterbury in vessels under contract with the Provincial Government will, as a general rule, be required to pay one-half of the passage-money in cash before going on board the ship.

  2. The Shipping Agents in England will be authorized in cases where they shall be satisfied of the entire respectability of the parties applying for assisted passages to accept bills for such part of the one-half of the passage money required by the last rule, as the immigrants may be unable to pay in cash. All such bills will be under twenty pounds (£20) in amount, and will be made payable on demand to the Provincial Treasurer for the time being, but will be accompanied by a written undertaking that the payment of the bills will not be required within one year after the arrival of the immigrant in the colony, unless he shall sooner attempt to leave the Province, in which case payment will be immediately enforced, or sufficient security required for payment at the time required.
