securing by requesting the approval of His Excellency of the necessary outlay of say £800 for wharf and approaches at Mangapai. I am informed that this is the most suitable place for a public wharf for all the surrounding district. The other work is a wharf at Matakana, the probable cost of which will be £400; it is a work also greatly needed for the convenience of the settlers on that river. There is a sum of £4000 still due to the Province out of the £40,000 agreed to be advanced on the security of the land fund, and it is out of this sum that I propose to pay for these works upon receiving the necessary authority to undertake them.

With regard to the reply which you are good enough to inform me you made on Saturday last (February 26) to a deputation from the unemployed at the Thames, I venture to remind you that you have not yet "placed" a sum of £4,000 at" my "disposal, in order that "temporary employment might be given to those "who were in distress." What has been at present done is to require me to divert from monies which (it was understood) would be available as Provincial revenue to be employed in various parts of the Province a sum of £4,000 to be employed in the manner you point out. In fact you have taken from various parts of the Province that which was to be spent for their benefit, in order to apply it in one district. If an additional sum of £4,000 is allotted to the Province from revenues raised within it, then what is stated in your letter of the 28th ultimo will be carried out.

In reply to your letter to me of the 28th instant upon the subject of a recommendation from me of the Auckland, March 2nd, 1876. appropriation of the sum of £4,000 agreed to be (46.) advanced to the Province of Auckland, I have now To Mr. McLaren, Grahamstown. the honour to recommend the following appropriation of money for Thames not yet received, nor appropriation sanctioned by Governor. Delay signifying acceptance of tenders till you hear further.
Borough Council, to put roads and streets in order for gold traffic during the winter ... £500
Waiotahi Road Board, for the same purpose... £200
Kauaeranga Board, for the same purpose ...... £200
Parawai Board, to make road over hill, if leave is given by natives .................... £100
Extension of Tairua road towards Machine sites, and extension of Waitekauri road ... £1,000
With regard to that part of your letter referring to the proposed expenditure upon wharves at Mangapai and Matakana, I am still of opinion that these works would be of great public utility, and I should be much obliged by his Excellency the Governor being advised to assent to the expenditure proposed.

SIR,—I have received your Honor’s letter of this date in reply to mine of the 26th inst., in which you urge that an immediate answer should be returned to the applicants for passage from the Thames to other Provinces in this Colony; and have to inform you that, on Saturday, I replied to a deputation from the applicants who came to me on the subject, that, as a sum of £4,000 was placed at your Honor’s disposal in order that temporary employment on Public Works might be given to those who were in distress, it did not seem at present "necessary" that the Colonial Government should interfere or give aid in the manner proposed.
