of the Act. This may be met by applying part of the Fifty thousand pounds in payment of works constructed, or in course of construction, on such Goldfields, and by utilising the money which was to provide for those works, and which is not locked up by appropriation to local objects, in prosecuting the necessary public works at Ohinemuri and new Goldfields. This, with the approval of the Government, I have proposed to do; but I am so satisfied that the Colonial Government is morally bound to find Fifty thousand pounds for the Pumping Association, if they require it, that I will be in no way a party to spending that sum on other objects until the Colonial Government undertake, as I proposed in my telegram of the 9th instant, to provide next Session for replacing any sums so spent in order that Fifty thousand pounds may be available for the Pumping Association if so much is required.

If the Government guarantee this, then arrangements may be made between the two Governments by which funds will be rendered immediately available for public works absolutely necessary at Ohinemuri and elsewhere.

I have your Honor’s messages (2) of yesterday. I receive your Honor’s opinion with due respect, and regret very much that I find myself unable to agree with you in any particular.

The preceding telegrams having been published, I propose to ask the Editor of the New Zealand Times to publish those now under reply and this my answer.

I cannot quite satisfy myself as to the meaning of your telegram of this day. Am I to understand that the Colonial Government has published an unfinished correspondence with the Superintendent of this Province in the New Zealand Times newspaper? Pray be so good as to let me know at once if this is your meaning. If such is the case you will, of course, also print my telegram of this day’s date.

The usual delegations under Goldfields and other Acts were made to your Honor yesterday by His Excellency the Governor in Council. The Orders will be published in the New Zealand Gazette tomorrow.

15th April, 1875.

The correspondence has been published. As soon as I shall have answered your Honor’s message of yesterday’s date I will publish it with pleasure, and my reply also. The draft agreement transmitted with your Honor’s letter of March 27th is before the Law Officer, who, before advising the Government thereupon, is waiting for the documents which your Honor, in your message of the 10th instant, promised to forward as soon as possible. As soon as the opinion of the Law Officer is obtained a reply will be made to your Honor’s message of the 14th instant without delay.

Will you kindly inform me, in answer to my telegram of yesterday—Has the correspondence been published in the New Zealand Times newspaper at Wellington? If not in that newspaper, would you then be so good as to tell me how it has been published, and by whose authority? Could a reply be sent at once?
