Advances to pay Labour £519 10s. 9d. — This amount will be placed against the different works and services for which it has been appropriated when the accounts and vouchers have been received.

A. F. Ridgway and Sons — The difference between the amounts received and paid on account of the agents for the Province in Britain (£789 4s. 8d.) is also an advance to be expended by them for Immigration purposes, and in payment of the Interest on the City of Auckland Debentures, and when the accounts and vouchers are received will be charged against these services.

  • The Establishments Expenses for December, 1861, not being payable until January, 1862, could not be included in the accounts for 1861 laid before the Provincial Council and Audit Committee, and consequently the excess on these votes was not included in Schedule II of the Appropriation Act, 1862.

I hereby certify that I have examined the annexed accounts, being the first Financial Quarter for 1862, from January 1st to March 31st, and find them correct as accounts and shewing a correct balance sheet of transactions for that period; that the vouchers have been correctly rendered, and receipted, and the expenditure classified in accordance with the services provided for by the "Appropriation Acts for 1862," subject to the exceptions stated in the Memorandum hereto annexed by Mr. Lusk, and that the expenditure without the authority of the law is separately shown.

MEMORANDUM.

The receipt of Trust Funds arising from Rents due to the Harbour, Hospital, City of Auckland Trust, and College and Grammar School Trust, are all subject to 5 per cent. reduction for collection.
