Mr. Bain, according to notice, moved that the Foreign Seamen’s Bill be passed. Bill passed accordingly.

In the absence of Mr. Newman, Mr. Gilfillan moved that the Fencing Ordinance Amendment Bill be read a third time. Bill read a third time, and passed.

Mr. Gilfillan moved that the Council, at its rising, do adjourn until Thursday, the 2nd February, at 3 o’clock. Agreed to.

On motion of Mr. Gilfillan, the Dog Nuisance Bill was read a third time, and passed.

The Speaker nominated Messrs. Gilfillan, Boylan, and Busby, a deputation to wait on the Superintendent, with the Interpretation Bill, Appropriation Bill, Deeds Bill, Fencing Ordinance Amendment Bill and Dog Nuisance Bill.

The Speaker nominated Messrs. Bain, Gilfillan, and Busby, a deputation to wait on the Superintendent, with the Foreign Seamen’s Bill.

On the motion of Mr. Derrom, the Building Bill was read a first time.

In the absence of Mr. Newman, Mr. Connell moved the resolution relative to the Ocean Penny Postage.

Mr. Boylan moved as an amendment, that the Superintendent be requested to move the Officer administering the Government, to secure for New Zealand, as early as possible, the advantages of an Ocean Penny Postage.

Amendment put and agreed to.

Council adjourned at 10 minutes past 5 o’clock; until 3 o’clock on Thursday, 2nd February, 1854.


THURSDAY, 2ND FEBRUARY, 1854.

The Council met pursuant to adjournment.

The Speaker took the chair.

The Minutes of the last meeting were read and confirmed.

The Speaker laid before the Council Minutes—61, 62, and 63, from His Honour the Superintendent, which were severally read.

Minute No. 61—relative to the proportion of the Land Fund applicable to emigration purposes.

Minute No. 61—respecting the survey and registration of all lands for which Crown titles have been issued.

Minute No. 63—showing the financial state of the Province, with a detailed statement of all debts and liabilities.

Mr. Porter gave notice that on to-morrow he would move for leave to bring in a Sheep Bill.

Mr. Porter also gave notice that on to-morrow he would move the second reading of the Slaughter-house Ordinance Amendment Bill, and, if agreed to, go into Committee thereon.

Mr. Derrom gave notice that on to-morrow he would move that Council resolve itself into a committee of the whole on the City Building Bill, with Mr. Porter in the chair.

Mr. Powditch gave notice that on the second reading of the Slaughter-house Ordinance Amendment Bill, he would move the consideration in committee of the several amendments and clauses, as additional clauses.

Mr. O’Brien gave notice that on to-morrow he would move that the whole of the City of Auckland be included in the City Building Bill, when the House goes into Committee.

Mr. Williamson gave notice that at the next meeting of Council he would move for a Committee to enquire and report to this Council, on an early day, as to the best mode of appropriating the proportion of the Land Fund set apart for emigration purposes. Committee—Messrs Boylan, Bain, Newman, Dilworth, Donovan, Hill, and the mover.

Mr. A. O’Neill, according to notice, moved his resolution relative to the reservation of the Forest Lands. Debate ensued.

Mr. A. O’Neill subsequently moved the following alteration, which was, on a division, carried:—

To move that the Superintendent be requested to represent to the General Government that it is the wish of this Council that one-half of all the Forest Lands, at present at the disposal of the General Assembly, be reserved for public purposes; and also one-half of all Forests that may hereafter be alienated from the aborigines; and that the Surveyor-General be instructed to have such Forests properly defined by bearings, and, if possible, natural landmarks, as soon as practicable.

The Speaker laid before the Council Messages Nos. 10 and 11 from His Honour the Superintendent. No. 10 transmitting amendments to City Council Bill, and No. 11 transmitting amendments to the Harbour Bill. Messages read.

Mr. Porter moved the re-consideration in Committee of the Superintendent’s Amendment to the Audit Bill.

The Speaker left the chair.

Mr. J. O’Neill took the chair.

Amendment, as proposed, read and agreed to.

The Speaker resumed the chair.

The Chairman presented the Bill.
