Mr. Boylan requested that the new clauses he was about to introduce into the City Council Bill might be printed, and that Council go into committee thereon at its next sitting.
Mr. Newman according to notice moved the first reading of the Fencing Ordinance Amendment Bill. Bill read a first time accordingly. Mr. Newman gave notice that on Tuesday the 24th inst., he would move that said Bill be read a second time, and that Council go into Committee thereon.
Mr. Williamson according to notice moved for the appointment of a Select Committee to enquire into the operation of the Registration Ordinance, Session 2, No. 9. Agreed to.
Speaker resumed the chair. Mr. Porter gave notice that at the next sitting of Council he would move the third reading of said Bill.
Mr. Porter according to notice moved the further consideration in Committee of the Auckland Harbour Bill. The Speaker left the chair. Mr. Mitchell took the chair. On clause 35 (postponed from last sitting) being read:
Mr. Busby moved that the following words be added thereto: “Provided always that no agreement for the purchase, sale, mortgage, lease or exchange of any land entered into by the said committee shall be valid until ratified by the signature of the Superintendent or Governor for the time being.” Debate ensued. Committee divided.

Mr. Powditch then requested permission to introduce the following two new clauses:
“59. That the Provincial Council shall have power at any time to alter, amend, or repeal any part of the said Bill, or wholly to repeal, and to renew the same, or any part thereof as to them may seem fit, provided always that no contract, mortgage, lease, exchange, or other transfer herein authorised shall be effected thereby in any way except as such may be effected by the special terms of any such contract.
“60. All monies arising or accruing at any time from the rents, dues, rates or leases, or any part thereof, over and above needful and approved salaries, and such further sums as may be necessary for keeping in proper repair any of the Piers, Wharves, or other buildings or other works necessary for the preservation thereof, or for carrying on the public business herein provided for, or which may not have been otherwise duly voted and approved to be expended on new works or purchases, shall be handed over annually, or the yearly balance thereof, to the Provincial Treasurer there to remain for the disposal of the Provincial Council, as part of the Local Revenues, and for such purposes as they may think fit to direct.”
