✨ Harbour Regulations
Provided, that the stairs shall be at all
\ntimes kept clear, for the landing and
\nshipping of passengers and their luggage.
\n
\n16. No package or article of any kind, shall
\nbe landed or stacked in any quantities, over
\none ton weight, on any pier or wharf, without
\nspecial permission, from some person duly au-
\nthorised by the Harbour Committee to give
\nthe same, and every person offending against
\nthis Regulation, shall forfeit and pay any sum
\nnot exceeding five pounds.
\n
\n17. No carts, drawn by any animal, shall
\nbe allowed on any wharf or pier beyond limits
\nto be pointed out, except by permission being
\nobtained, from some person authorised by the
\nHarbour Committee to give the same, under a
\npenalty for each offence, not exceeding twenty
\nshillings.
\n
\n18. No timber shall be allowed alongside
\nany wharf, nor nearer than five fathoms there-
\nto, without permission first obtained from some
\nperson authorised by said Harbour Committee
\nto give the same, under a penalty, not exceed-
\ning thirty shillings for each offence; and if
\nsuch timber be not removed, after notice given
\nto remove the same, the person in whose charge
\nsuch timber shall be, shall forfeit and pay for
\nevery hour’s delay, a further penalty, not ex-
\nceeding twenty shillings.

\n19. All goods or baggage or Provincial pro-
\nduce landed, deposited, or placed on any wharf,
\nshall be removed by the person, in whose charge
\nthe same may be, on being ordered to do so,
\nby some person authorised by the said Har-
\nbour Committee to give such order, and in
\ndefault thereof, shall forfeit and pay any sum not
\nexceeding five pounds and any such goods,
\nbaggage, or Provincial produce, may be re-
\nmoved to some convenient place, at the expense
\nand risk of the owner thereof, by the order of
\nany person so authorised and empowered.
\n
\n20. No vessel shall be placed alongside or
\nwithin five fathoms of any wharf, without being
\nauthorised by some public notice to be given
\nby the Harbour Committee in that behalf, or
\nwithout permission obtained, from some person
\nduly authorised by the Harbour Committee to
\ngive the same, and any person who shall offend
\nagainst this regulation, shall forfeit and pay
\nany sum, not exceeding five pounds for each
\noffence.
\n
\nNote.—Until further notice, boats and
\nvessels may lie alongside and land or
\nreceive on board, any goods not over-
\nweight, from the Queen-street-wharf,
\nfree of charge, at the places appointed
\nfor the same, that is to say,
\nOn the east side of the wharf or any
\nthereof, all cargo boats and decked ves-
\nsels over ten tons burthen, may receive
\nand deliver, import and export, goods.
\nOn the West side, at and from the stairs
\nsouthward, all ferry boats, passengers,
\nand watermen, boats and coasting ves-
\nsels, decked or not decked, delivering
\nor receiving Provincial produce only:
\n
\n21. Any vessel being alongside or within
\n30 feet of any wharf, and which shall not be
\nremoved, in compliance with a notice to that
\neffect, to be given by some person authorized
\nby the said Harbour Committee, may be re-
\nmoved by such person, or by his order, at the
\nexpense and risk of the master or owner of
\nsuch vessel.
\n
\n22. Whenever any vessel shall be lying
\nalongside any wharf, or within 30 feet of the
\nsame, the person in charge of such vessel shall
\nlower trim, or rig in any of the spars of such
\nvessel, as may be directed by any person who
\nshall be authorised by the said Harbour Com-
\nmittee to give directions in that behalf; and
\nevery person who shall refuse or neglect to
\ncomply with such directions, shall forfeit and
\npay for every such offence any sum not exceed-
\ning five pounds, and such person so autho-
\nrised as aforesaid, may remove or caused to be
\nremoved, any such vessel from alongside the said
\nwharf at the expense and risk of the master or
\nowner thereof.
\n
\n23. Whenever any vessel shall be lying
\nalongside any wharf, or within thirty feet
\nthereof, the person in charge of such vessel
\nshall not hoist, or loose, or permit
\nto be hoisted or loosed, above deck,
\nany sail or sails, without permission, obtained
\nfrom some person authorised by the Harbour
\nCommittee to give the same, but shall properly
\nfurl and fasten all sails; and every breach of
\nthis regulation, shall subject the person offen-
\nding against the same, to a penalty not ex-
\nceeding five pounds.
\n
\n24. No vessel, while alongside any wharf,
\nshall be left without a competent person on
\nboard, having charge of the same, and in de-
\nfault thereof, the master or owner of any such
\nvessel shall forfeit and pay any sum, not ex-
\nceeding ten shillings for every day or
\npart of a day, and twenty shillings for every night or
\npart of a night, any vessel shall be so left.
\nSuch day and night, being the period from sun-
\nrise to sunset and from sunset to sunrise re-
\nspectively.
\n
\n25. Any person, duly authorised by the
\nHarbour Committee in that behalf, may order
\nto be put out or extinguished, any fire on board
\nany wharf, or on any vessel alongside any wharf during the day,
\nand all fires shall be extinguished at the hour
\nof 8 p.m. until sunrise; any person neglecting
\nor refusing to extinguish such fires when so
\nordered, or at such time as aforesaid, shall for-
\nfeit and pay a sum, not exceeding five pounds
\nfor every such offence.
\n
\n26. No fastening of any kind shall be made
\nto any wharf, except at such places as may be
\nprovided for that purpose, under a penalty, not
\nexceeding five shillings for each fastening, and
\nany fastening, at any unauthorised place, may
\nbe cut, cast loose, or let go by any person in
\nthe employ of the Harbour Committee or his
