Mr. Dilworth, according to notice, moved that the following sums be placed on the Estimates for the after mentioned purposes, viz:—

250l. for opening up the road from Slippery Creek to Waiuku; 250l. for opening up the road from the Main South Road to the River Waikato.

100l. for making the road passable from Otahuhu to Howick, according to the recommendation of the Rural Roads Committees.

200l. for making the Road passable to Mangare. Agreed to.

Mr. Hill, according to notice, moved that 140l. be placed on the Estimates for building a Pound at Newmarket. 1½l. for Poundkeepers outlay on his house, and 7½l. for an Assistant. Debate ensued. Several amendments put and negatived. Original question put and negatived.

Mr. Boylan, according to notice, moved that 250l. be placed on the Estimates, to construct two Fountains in the City. Agreed to.

Mr. J. O’Neill, according to notice, moved that the Superintendent be requested to place on the Estimates 200l. to pay the expenses of the old Corporation. Debate ensued. On the question being put, Council divided.

THURSDAY, 15TH DECEMBER.

The Council met pursuant to adjournment.

The Speaker took the Chair.

The minutes of the last meeting after being amended were read and confirmed.

Mr. Porter gave notice that on Tuesday the 20th inst., he would, in accordance with his notice of the 14th instant, present for consideration of the Council, the Address to Her Majesty the Queen, and if the same be agreed to, he would move that the Speaker do forthwith transmit the same to the Secretary of State for the Colonies for presentation to the Queen.

Mr. Derrom gave notice that on Tuesday next he would move the adoption of the Report of the Committee on Steam Communication, and also that His Honour the Superintendent be requested (in the event of the Revenue being sufficient for the purpose) to appropriate the sum of not less than 2000l. for the purpose of encouraging communication by Steam from England and the adjacent Colonies with this Province.

Mr. Boylan gave notice that on Tuesday next, he would move that this House do adjourn from Thursday the 2nd inst., until Tuesday the 10th January, 1854.

Mr. Boylan gave notice that on Tuesday next he would move that the following members be appointed a Deputation to wait upon His Excellency the Governor to solicit Endowments for the City, viz., the Speaker, Messrs. Derrom, Connell and the mover.

Mr. Powditch gave notice that he would move the first reading of the Passengers Clearance Bill on the first sitting after the adjournment of the Christmas Holidays.

On the Orders of the Day being moved, Mr. Gilfillan being absent, the Council proceeded with Mr. Hill’s motion for the Newmarket Pound Committee. On motion of Mr. Hill, the Speaker left the Chair, and the Council resolved itself into a Committee of the whole, Mr. Dignan in the Chair. On the first paragraph being read a Debate ensued, on motion of Mr. Busby it was ordered that the Report be printed and the further consideration of the report postponed. Agreed to.

The Speaker resumed the Chair, the Chairman reported progress and asked leave to sit again.

Mr. Dilworth, according to notice, moved that the Sheep Bill be read a second time. Bill read a second time accordingly. Mr. Dilworth moved that the Council go into Committee of the whole on the Bill. The Speaker left the Chair, Mr. Dignan took the Chair. Clauses 1 to 6 read and agreed to. On clause 8 being read, Mr. Dilworth moved that clause be amended by the insertion of the following words, erase the word “put” and insert “lodge,” and at end of clause as printed insert “and any additional penalty of 50l. for lodging such sheep in a Public Pound. Provided always that sheep so infected as aforesaid may be impounded in any convenient place, other than a Public Pound, and may in all respects be dealt with as though such convenient place were a Public Pound; and the person impounding the same a Pound keeper.” Clauses 9 to 15 read and agreed to, remaining Clauses, excepting clause 16, and Schedule read and agreed to.

The Speaker resumed the Chair, the Chairman reported progress, and asked leave to sit again on Tuesday, 20th inst.

Mr. Powditch moved the consideration of his notice respecting the Pilot at Manukau. Mr. Derrom moved as an amendment that the words “a Pilot” be struck out and the words “a rate of Pilotage” be inserted. Motion as amended. Agreed to.

Mr. Williamson, according to notice, moved the appointment of the following Members as a Select Committee to inquire and report on the best means to be adopted for promoting Education in the Province. Messrs. Gilfillan, Boylan, Clarke, Dilworth, Brennan, A. O’Neill, and the mover.

Council adjourned at 25 minutes to 5 o’clock.
