To THE HONOURABLE THE PROVINCIAL COUNCIL OF AUCKLAND.

Forwarding a return of proceedings commenced before the Judge of the Supreme Court of the Northern Province under the authority of the Crown Titles Ordinance.

Respecting return of the amount of Notes of the Colonial Bank of Issue for the last twelve months.

Respecting the Buoying off the Manukau Harbour.

Transmitting copy of a letter from the Colonial Secretary relative to the return of the Financial State of the Province.

Transmitting Memorial from 84 inhabitants of Durham Street.
Mr. Gilfillan gave notice that, on Thursday, the 24th inst., he would move that the Council do go into Committee on the Dog Nuisance Bill.
Mr. Busby gave notice that, on Thursday next he would move a resolution that his Honour the Superintendent be requested to place upon the Estimates the sum of £100 for the purchase of books towards the formation of a library for the use of Members of this Council, and that a Standing Committee be appointed, to be named the Library Committee, to whom shall be entrusted the expenditure of that sum in the purchase of Books in the colony, or in ordering them from England or elsewhere. The Committee to consist of the Speaker, Messrs. Gilfillan, Connell, A. O’Neill, Williamson, Boylan, and the mover.
Mr. J. C. Hill gave notice that, on Thursday next he would move that a Committee be appointed to prepare a petition to his Excellency the Governor, the Legislative Council, and House of Representatives, praying for the enactment of an ordinance to hand over to, and place in the hands of the Superintendent and Provincial Council of this Province, the free and unfettered control of the Waste Lands of this said Province, as far as in their power lies.
Mr. Hill also gave notice that, on Tuesday the 29th inst., he would move that a Committee be appointed to consider the 22nd, 23rd, and 24th Clauses of the Superintendent’s opening address, as to what shall be the constitution of the Executive Government, the powers with which it is requisite he should be clothed for securing the peace, order, and good government of this Province, and for enforcing the several laws and ordinances now in existence, or to be hereafter passed by the Imperial Parliament, or by this Council, and assented to by the proper authority or authorities.
Mr. Bain gave notice that, on Thursday next he would move that the Foreign Seaman’s Bill be read a third time.
Mr. Boylan presented a petition from certain inhabitants of the North Shore, against the present arrangements for the establishment of a Ferry.

To THE HONOURABLE THE PROVINCIAL COUNCIL OF AUCKLAND.
We, the undersigned inhabitants and residents of the North Shore of the Waitemata, who signed the Petition relative to the proposed Ferry from the North Shore to Auckland, did so under the impression that we were asking your honourable house to establish the point of embarkation at such a place as would enable us to embark or disembark at any time of tide, and that we should be taken over at once to Auckland; whereas we now see in the papers that it has been proposed (and with reference to our Petition—signed under an erroneous impression, and presented by Mr. O’Neill to your honourable house) to establish the starting point of the Ferry at a place from which we could only embark at high water, or half-tide, and that we are then to be carried half round Shoal Bay.
Your Petitioners now pray that your honourable house will attentively consider this our Petition to have the proposed site of the Ferry established at such a place as will enable us to embark at any time of tide, and that we may be conveyed direct to Auckland. To meet these our wishes, we beg to suggest that Stokes’ Point, or Onewa, be the site of the Ferry, which place has the additional advantage of being Government land, which would give us a place to take our cattle to without extra charge. If it should seem to your honourable house that we have not named the best point for embarkation we pray that some disinterested, and properly informed persons may be consulted on the subject before the site of the Ferry be determined on. We beg particularly to remind your honourable house that the road to any part of the North, or Flag Staff Hill side of Shoal Bay, is eight or nine miles further of very bad road, to any people travelling from the interior, either by the North Road or the creeks of the Waitemata.

Mr. Connell, according to notice, moved the consideration of the Report of the Provincial Officers Committee, and moved that the Council resolve itself into a Committee of the whole, and that Mr. Porter do take the chair.
Mr. J. O’Neill moved, and Mr. A. O’Neill seconded, that in the opinion of this Council the Estimates ought to be laid on the Table before the report on Officers of the Provincial Government be further discussed.
Amendment put and negatived.
