PROCLAMATION.

IN exercise of the power in this behalf in me vested I, the Superintendent of the Province of New Plymouth do hereby proclaim and appoint that the Sixth Session of the Provincial Council of the said Province shall be holden at the Council Chamber in the Town of New Plymouth in the said Province and shall commence on Wednesday, the 13th day of January, 1858, at 2 o'clock in the afternoon.

Given under my hand at New Plymouth, in the Province of New Plymouth, this twenty first day of December, One thousand eight hundred and fifty seven.

THE following Report of the Education Commission is published for general information.

REPORT of the Commission appointed by his Honor the Superintendent pursuant to an Ordinance of the Provincial Council of New Plymouth, Session 5, No. 4. "To inquire into and consider the system of education best adapted to promote the intellectual development of the rising generation of the Province, and to secure its prosperity and progress."

The Commissioners having duly considered the limited resources at the disposal of the Provincial Government, which preclude the present development of any complete system of education, have the honor to suggest the outlines of a plan, which would, in their opinion, be found inexpensive, easy of introduction, practically useful, and capable of expansion with the increase of the resources of the Province.

The Commissioners recommend,-

1st.-That districts be established for educational purposes, and that Grants in aid from the Provincial Revenue be made in proportion to the amounts raised for the schools by the Inhabitants of such districts.

2nd.-That Government aid be given to only one system of Public schools.

3rd.-That moral and religious instruction free from sectarian teaching, be imparted in every school receiving aid from the Provincial Revenue.

4th.-That in the Public schools the religious instruction imparted by the Lay teachers shall be restricted to a daily repetition of the Lord's prayer, and to the reading of selections from the Scriptures approved by the Board of Public Instruction.

5th.-That one day in the week be set apart for religious instruction, on which day Ministers of Religion may attend the schools at stated hours, for the purpose of giving special instruction to the children of their respective denominations.

6th.-That schools of the same class be open to all children upon equal terms.

7th.-That no child be admitted gratui-
