New Plymouth, passed in the first Session of the said Council, intituled "An Ordinance to regulate the expenditure of money applicable to the promotion of Immigration," I notify that the subjoined Regulations have been submitted to and approved of by the said Provincial Council, and shall be in force for the purposes of the said Ordinance.

REGULATIONS FOR THE EXPENDITURE OF MONEY APPLICABLE TO THE PROMOTION OF IMMIGRATION FROM GREAT BRITAIN.

I. General.

  1. The Superintendent may enter into any necessary contracts for the transmission of Immigrants, and may appoint an agent or agents in Great Britain, if necessary.

  2. In all the following articles it is to be understood that sums exceeding Twenty Pounds are to be secured by two or more promissory notes, so that no single note shall exceed in amount Twenty Pounds.

II. Assisted passages of Immigrants selected by Residents.

  1. The Immigration Officer of the Province, when instructed to do so by the Superintendent, shall advertize for applications for passages from Residents in the Province on behalf of persons to be nominated by the applicant.

  2. Each applicant shall state, as nearly as may be, the number of statute adults comprised in the nominee's family.

  3. No nominee shall exceed the age of fifty years, except Parents of a family accompanied by not less than two children of the age of twelve years or upwards.

  4. An allowance at the rate of Ten pounds per statute adult of the passage money if it should amount to or exceed Twenty pounds per statute adult, or of one half the passage money if it should be less than Twenty pounds, shall be made by the Provincial Government in aid of the passages of Immigrants whose nomination is approved of by the said Government.

  5. The balance of passage money after deducting the Government allowance directed by article 6, shall be divided into two equal parts, for which the applicant shall be required to give promissory notes at twelve and twenty-four months respectively payable to the Provincial Treasurer, or such other person as the Superintendent shall appoint.

  6. Every nominee or head of a family, shall previously to embarkation give a promissory note, payable on demand to the Provincial Treasurer, or such other person as the Superintendent shall appoint, for the amount of passage money, less the Government allowance directed by article 6.

  7. The original applicant will be relieved of his liability in respect of his Notes of hand on the amount being liquidated by the nominee. Nevertheless, the applicant shall be liable to the Provincial Government as a Principal.

  8. On the arrival in the Province, or proof of death on board ship, of any such nominee, the contractor, agent, or shipper, (as the case may be) shall be entitled to claim from the Provincial Treasury the amount of the promissory note of the nominee and the Government allowance directed by article 6.

III. Assisted passages of Immigrants selected by an agent in Great Britain.

  1. The Superintendent may contract on the terms hereinafter specified with any agent or agents in Great Britain for the passage of Immigrants to be selected by such agent or agents under instructions from the Superintendent.

  2. Such agent or agents may be allowed a commission of not exceeding five per centum on the passage money.

  3. One half the passage money of each Immigrant shall be paid by the Immigrant or head of the family, and the balance shall be advanced by the Provincial Government, and shall be paid by the said Government to the contractor, agent, or shipper, (as the case may be) on the arrival in the Province, or proof of death on board ship, of the Immigrant, and on delivery by such contractor, agent, or shipper, of the promissory note mentioned in the next article.

  4. As a security for the repayment of the advance made by the Provincial Government every immigrant or head of a family shall previously to embarkation give a promissory note for the amount, payable on demand to the Provincial Treasurer, or such other person as the Superintendent shall appoint.

NOTICE.

IT is intended, as a general rule, to require payment of the amount secured by the Promissory Notes of Immigrants selected by Residents, by two equal instalments, respectively payable when the Notes of the Residents selecting them arrive at maturity; and to require payment of the Notes of Immigrants selected by an agent in Great Britain at the expiration of a period of not less than six nor exceeding twelve months after their arrival; but for the protection of the Revenue a discretion is vested in the Immigration Officer to call for earlier payment.
