PROCLAMATION :
By His Honor JAMES MACANDREW, Superintendent of the Province of Otago.
WHEREAS by the fifth section of "The Otago Settlement Act 1869" it is enacted that it shall be lawful for the Superintendent of the Province of Otago with the advice of the Executive Council of the said Province to make such further Regulations in accordance with the said Act as might be requisite for carrying into execution the provisions thereof: Provided that no such regulations should have any force or effect until the same should have been approved by the Governor in Council: And whereas the Regulations contained in the Schedule hereto have been made by me James Macandrew Superintendent of the Province of Otago by and with the advice and consent of the Executive Council of the said Province for the site for settlement at Martin’s Bay set apart under the provisions of the said Act and having been submitted for approval by the Governor in Council as required by the said Act the same have been approved by His Excellency the Governor with the advice and consent of the Executive Council of New Zealand and it is expedient that effect should be given to the same: Now therefore I James Macandrew Superintendent of the Province of Otago in pursuance and in exercise of the power and authority vested in me as aforesaid by and with the advice and consent of the Executive Council of the said Province of Otago do hereby make and ordain the Regulations contained in the said Schedule hereto for carrying into execution the provisions of the said Act within the site so set apart at Martin’s Bay as aforesaid: And with the advice and consent aforesaid I do hereby proclaim and declare that the said Regulations contained in the said Schedule hereto have been approved by the Governor in Council as required by the said Act.
Given under my hand and issued under the Public Seal of the Province of Otago, at Dunedin in the said Province this twelfth day of April, one thousand eight hundred and seventy.

SCHEDULE.
Regulations for the Settlement and Disposal of Land at Martin’s Bay.
The land set apart at Martin’s Bay, by resolution of the Provincial Council, will be divided into 4 classes, A B C and D, respectively.
CLASS A.

Class A will comprise a block of 10,000 acres, which shall be divided into 4 sections, each section containing 50 allotments of 50 acres each.

Free grants shall be made, subject to the provisions of the "Otago Settlement Act 1869," and of these Regulations, of the allotments in each of the said sections.

The conditions of every such free grant shall be:—
(a). That the applicant therefor shall not be under 15 years of age.
(b). That he shall have actually resided upon the land for which he shall apply, for a period of at least two years out of a period of three years, during which he shall have lawfully occupied the said land.
