A PROCLAMATION
WHEREAS by an Act passed in the Session of Parliament held in the fifteenth and sixteenth years of Her Majesty’s reign, intituled “An Act to grant a Representative Constitution to the Colony of New Zealand” it is amongst other things enacted that no Bill which shall be reserved for the signification of Her Majesty’s pleasure thereon shall have any force or authority within the Colony of New Zealand until the Governor of the said Colony shall signify by speech or message to the Legislative Council and House of Representatives of the said Colony, or by Proclamation that such Bill has been laid before Her Majesty in Council, and that Her Majesty has been pleased to assent to the same.
And whereas certain Bills passed by the Legislative Council and House of Representatives of the said Colony, intituled “An Act to enable Provincial Legislatures to pass Laws authorizing the compulsory taking of land for works of a public nature” (No. 14 of 30th Victoria) — “An Act to amend the Waste Lands Act, 1858, so far as it affects the Province of Hawke’s Bay” (No. 48 of 29th Victoria), were presented to the Governor of the said Colony for Her Majesty’s assent, and the said Bills were reserved for the signification of Her Majesty’s pleasure thereon:
Now therefore I, the Governor of New Zealand, in pursuance of the provisions of the said in part recited Act, do hereby, in the name and on behalf of Her Majesty, proclaim and declare that Her Majesty has been pleased to assent to the same.
Given under the hand of His Excellency Sir George Grey, Knight Commander of the Most Honorable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, at the Government House at Wellington, and sealed under the Seal of the said Colony, this first day of November, in the year of our Lord one thousand eight hundred and sixty-seven.

WHEREAS by “The Gold Fields Act Amendment Act, 1867,” it is enacted that within any Province in which by any Act or Ordinance it is provided that the Superintendent shall, in the administration of the Government thereof, act by and with the advice and consent of an Executive Council, it shall be lawful for the Governor in Council, under his hand and the public seal of the Colony from time to time as occasion may require, to delegate to the Executive Government for the time being of such Province, subject or not to any restrictions or limitations as he may think fit, all or any of such powers vested in the Governor or the Governor in Council by “The Gold Fields Act, 1866,” as under or by virtue of the one hundred and ninth section of the said Act may be delegated by the Governor in Council, and in like manner to revoke any such delegation.
And whereas by an Ordinance of the Superintendent and Provincial Council of the Province of Otago, intituled “The Executive Council Ordinance, 1861,” it is provided that the Superintendent of the said Province shall in the administration of the Government thereof act by and with the advice and consent of the Executive Council:
Now therefore, I, Sir George Grey, the Governor aforesaid of the said Colony, with the advice and consent of the Executive Council thereof, and in pursuance of the power and authority for this purpose vested in me by the hereinbefore recited Act, and subject to the provisions, do hereby delegate unto the Executive Government for the time being of the Province of Otago such powers vested in the Governor or the Governor in Council by “The Gold Fields Act, 1866,” as under the one hundred and ninth section of the said last-mentioned Act may be delegated by the Governor in Council to have hold and exercise the powers within the said Province of Otago, and no other, from and after the first day of November next.
Given under the hand of His Excellency Sir George Grey, Knight Commander of the Most Honorable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, at the Government House at Wellington, and issued under the Seal of the said Colony, this twenty-sixth day of October, in the year of our Lord one thousand eight hundred and sixty-seven.

ORDER IN COUNCIL
At the Government House, at Wellington,
twenty-sixth day of October, 1867.
Present:
His Excellency the Governor in Council.
WHEREAS by an Act of the General Assembly intituled “The Gold Fields Act Amendment Act, 1866,” it is enacted that whenever the Governor shall have delegated to the Executive Government of any Province as hereinbefore provided all or any powers vested in him, the Governor in Council by “The Gold Fields Act, 1866,” it shall be lawful for the Governor by Order in Council to appoint and declare that all the costs, charges, and expenses incident to the management and administration of the gold fields within such Province shall be regulated by Acts or Ordinances to be passed by the Superintendent and Provincial Council of such Province, provided that the revenues and receipts arising from fees, fines, penalties, or in any other manner under “The Gold Fields Act, 1866,” or any Act for the time being in force for the management of the gold fields, shall be charged in the first instance with the salaries and remuneration of all judicial officers and courts and be fixed or appointed by the Governor from time to time.
And whereas by an instrument in writing bearing date the twenty-sixth day of October instant, issued under the public seal of the Colony, the Governor, with the advice and consent of the Executive Council of the Colony, and in exercise of the powers vested in him, hath delegated to the Executive Government of the Province of Otago all such powers vested in the Governor or the Governor in Council by “The Gold Fields Act, 1866,” as under the one hundred and ninth section of the last-mentioned Act may be delegated by the Governor in Council.
Now therefore, His Excellency the Governor, in pursuance and exercise of the power and authority for this purpose vested in him, doth hereby, with the advice and consent of the Executive Council of the Colony, appoint and declare, subject to the provisions of the “Otago Gold Fields Judicial Officers Act, 1867,” from and after the first day of November next, all costs, charges, and expenses incident to the management and administration of the Gold Fields within the Province of Otago shall be regulated by Acts or Ordinances to be passed by the Superintendent and Provincial Council of such Province.
