  1. Resident Magistrate to warn all Householders to be ready with information by a certain day.
  2. Power to the Lieutenant Governor to appoint persons to collect information and Penalty for refusing or neglecting to answer questions.
  3. Persons so appointed to render an account of their proceedings by a certain day to a Justice of Peace, and transmit original document to Colonial Secretary.
  4. Persons so appointed to be remunerated.

Wellington, June 28, 1850.

DEAR SIR, — In my report on the coast between Akaroa and Otago, I described certain Septaria at One Kakara, which I stated to be available for the manufacture of Roman Cement.

I have just received from my father a note on the subject by Sir Henry De la Beche.

Thinking that this proof of our possessing so useful a material may interest you, I enclose a copy of Sir Henry’s note, begging you, if you deem it of sufficient importance, to communicate it to His Excellency the Lieutenant-Governor, and to the Principal Agent of the New Zealand Company, in whose territory I made the discovery.

Herewith I send the analysis of your cement stone, for such it certainly looks to be. I need not tell you that cement-making requires careful cooking of the raw material.
