mention the number of Conservators, being not less than three nor more than five, of which the Board of the district shall be constituted:

And it is further enacted that the Superintendent shall, by Proclamation in the Provincial Gazette, make regulations for conducting the elections of Members of a Board:

And whereas by a resolution passed by the Provincial Council on the thirty-first day of May, 1872, it was decided that the following district should be so constituted, that is to say:—

All that portion of the Province commencing at a point on the south bank of the Orari, the same being the north-west corner of section 4233; thence southerly following the western boundary of that section, its southern boundary and part of the eastern boundary of the same section to the south-west corner of section 3163; thence easterly following the southern boundary of the latter section and a line in continuation thereof to the eastern side of the South Road; thence southerly following the eastern side of the said road to its junction with the north side of the road dividing sections 6723 and 6724, and 8790 and 5893; thence easterly following the northern side of the latter road to the sea; thence northerly following the sea beach to the mouth of the River Orari before mentioned; and from thence returning along the south bank of that river to the commencing point.

And that the name of such district should be the "South Orari District," and that the number of Conservators of which the Board of the district should be constituted should be five:

Now, therefore, I, William Rolleston, Superintendent of the Province of Canterbury, do hereby make the following Regulations for conducting the Election of Three Members of the Board of Conservators for the said District:—

  1. The person who may be appointed by the Superintendent to conduct the election, and to whom the Writ of Election shall be directed, shall be present at the time and place named therein as the time and place of election.

  2. Any person entitled to vote at the election of a Member or Members of the Board may nominate a candidate at the time and place named by the Superintendent as the time and place of election.

  3. The Returning Officer shall put the name of each candidate separately to the persons qualified to vote who may be then present, and shall, unless a poll is demanded, declare according to the majority of the votes given upon whom the election is fallen.

  4. If any Candidate shall demand a poll the Returning Officer shall hold such poll forthwith, and close the same at Two o’clock on the same day, and shall conduct the same in accordance with the provisions of an Act of the General Assembly of New Zealand intituled "The Regulation of Elections Act, 1858."

  5. The person appointed by the Superintendent to conduct the election shall forthwith return the Writ of Election to the Superintendent with the names of the persons elected endorsed thereon.
