ADDRESS OF HIS HONOR THE SUPERINTENDENT,

On proroguing the Provincial Council,
January 25th, 1866.

**Mr. Speaker and Gentlemen of the Provincial Council,***

In releasing you from your further attendance, I have to express my cordial thanks for the careful consideration which you have given to the various important measures which have been submitted to you during the present session.

The liberal supplies which you have voted for the Public Service shall, so long as my term of office continues, be administered with every regard to economy consistent with the efficient conduct of the Government of the Province.

You are aware that in a few weeks the present Council will cease to exist by lapse of time, even if not previously dissolved by His Excellency the Governor, and that my tenure of office will also come to an end. It will therefore devolve upon my successor, in conjunction with the next Provincial Council, to carry to completion those large public works which have been inaugurated by the present Government and Legislature.

The measure passed by you for increasing the number of the members of the Provincial Council will, I doubt not, have the effect of supplying some of those defects which at present exist in the representation of the people of this Province, and more particularly it will afford to the inhabitants of the outlying districts a better opportunity of making known their wants than they have hitherto possessed, and thereby will more fully carry out that policy which I have endeavoured to pursue, of giving to those districts their due share in the legislation of the province.

I cannot refrain from expressing my regret that you have been unable to concur in the measures proposed by my Government for disposing of certain portions of the Crown lands in the district of Westland. Such measures would, I believe, have afforded to large numbers of the mining population an opportunity of acquiring freeholds on advantageous terms, and have thus promoted the permanent settlement of the important district referred to.

The calamity which has lately befallen the town of Kaiapoi and its neighbourhood, will, I am sure, engage your warmest sympathy, and...
