PUBLIC NOTIFICATION.

By Every Maclean, Esquire,
Deputy Superintendent of the
Province of Auckland.

Whereas, by virtue of "The Highways Act, 1867," it is provided that if, at the first or any other annual meeting or adjournment thereof, the Electors shall fail to elect Trustees for the ensuing year, and the Chairman of such meeting shall not communicate to the Superintendent a sufficient reason for such omission, it shall be lawful for the Superintendent to appoint Trustees, who shall have the status and all the powers, duties, and liabilities of Trustees elected as aforesaid.

And whereas the Electors of the District of Wairoa, under the said Act, have at their annual meeting failed to elect Trustees, and the Chairman of such meeting has not communicated to the Superintendent a sufficient reason for such omission.

Now, therefore, I, Every Maclean, Deputy of the Superintendent aforesaid, in pursuance of the powers and authority enabling me in that behalf, do hereby appoint

James Bell,
Joseph Cochrane,
Joseph Goudine,
George Howe, and
James Walker,

to be Highway Trustees for the said District of Wairoa, and to have and to hold the status, and all the powers, duties, and liabilities, conferred or imposed upon Trustees elected under the provisions of the before-recited Act.

Given under my hand, at Auckland, this thirty-first day of October, one thousand eight hundred and sixty-eight.

In pursuance of the power in the Superintendent vested by the fourth clause of "The Highways Act, 1867," I do hereby bring the said Act into operation within the District of Cambridge, and appoint the first meeting of the Electors to take place at the Duke of Edinburgh Hotel, East Cambridge, on Wednesday, the eleventh day of November, proximo, at 2 o'clock in the afternoon.

Given under my hand, at Auckland, this thirty-first day of October, one thousand eight hundred and sixty-eight.

PUBLIC NOTIFICATION.

In pursuance of the power in the Superintendent vested by the fourth clause of "The Highways Act, 1867," I do hereby bring the said Act into operation within the District of Newmarket, and appoint the first meeting of the Electors to take place at the Captain Cook Hotel, Kyber Pass Road, on Thursday, the twelfth day of November, proximo, at seven o'clock in the evening.

Given under my hand, at Auckland, this thirty-first day of October, one thousand eight hundred and sixty-eight.

  1. Every letter, memorial, or other document, which may be received by the Secretary of State from a Colony otherwise than through the Governor, will, unless a very pressing urgency justifies a departure from the rule, be referred back to the Governor for his report.

  2. This rule, requiring transmission of correspondence with the Secretary of State through the Governor, is based on the strongest grounds of public convenience, in order that all communications may be duly verified, as well as reported on, before they reach the Secretary of State; and, to extend, therefore, to communications relating to public affairs, as well as the concerns of the writer; to those of all public functionaries of whatever rank; and to those from public bodies.

  3. Petitions addressed to the Queen, or the Queen in Council, memorials to public officers or Boards in Her Majesty's Government, &c., must be in like manner sent to the Governor for transmission home.

  4. The Governor is bound to transmit to the Secretary of State every communication so received by him, accompanied by such report as its contents may appear to him to require.

  5. He is to do this with all reasonable despatch, consistently, however, with the delay requisite for the preparation of such report.
