The Colonial Secretary to His Honour the Superintendent.

Sir,—In reference to your letter of the 7th instant, enclosing a copy of a Report from the “Dock and Harbour accommodation Committee,” I have the honour to state, by direction of the Governor, that His Excellency would be happy to co-operate in so useful an object as that contemplated, but the details are not sufficiently explained at present.

I am further directed to say, that, perhaps, the best course to pursue, would be for the Provincial Council to prepare a Bill for the management of such lands as may be given over by the Government for the purposes contemplated, and when the Bill has been discussed and approved, the lands would be granted in conformity with the trusts set forth in the Bill.

His Honour the Superintendent to the Honourable the Speaker.

It having been reported that a portion of the parapet wall of the causeway over the river Tamaki at Otahuhu has been knocked down, apparently by the backing of a cart against it, and that in various portions of the parapet wall stones have been removed and thrown into the river; also, that a small portion of the outer wall has settled about two inches, and thereby become insecure.

The Superintendent, to guard against any accident which might arise from delay, has authorised the necessary repairs being forthwith executed for the sum of £14, subject to the approval of the Provincial Council.

Debate continued on Mr. Powditch’s motion.

Mr. Lewis moved as an amendment, and
Mr. Williamson seconded, that the words “for carts” be inserted in the second paragraph of the Report. Amendment put and agreed to.

Mr. Gilfillan moved that the Report be referred to a Committee of the whole House, Mr. Mitchell in the chair. Agreed to.

The Speaker left the chair.

The Council resolved itself into a Committee of the whole, for the further consideration of the above Report.

Paragraphs 1 to 4 read and agreed to.

On paragraph 5 being read, Mr. Williamson moved that the following words be inserted after the word “Committee” in the first line “cannot offer an estimate unassisted by the report of a Surveyor, but they.” Agreed to.

Mr. Powditch moved that all words in the same paragraph, after the word “localities” be struck out. Agreed to. Remaining paragraph read and agreed to.

The Speaker resumed the chair.

The Chairman brought up the Report as amended.

On the motion of Mr. Powditch, Report as amended adopted. Agreed to.

Mr. Clarke, according to notice, moved the consideration of the Messages No 1 and 5 from His Honour the Superintendent. Minutes and enclosures read and ordered to be printed, and referred to the Committees concerned in the several matters to which the letters related.

Mr. Williamson, according to notice, moved the addition of certain names to the Road Committee. Agreed to.

Mr. Boylan moved for leave to bring in a Bill for the better regulation of the City. Leave granted.

Mr. Dilworth moved for leave to bring in a Bill embodying the principles of the Report of the Committee on the subject of diseased sheep. Leave granted.

Mr. Brennan, according to notice, moved that a Deputation do wait on His Honour the Superintendent, requesting him to reserve certain scoria land. Agreed to.

Council adjourned at twenty minutes to six o’clock.
